Objective

Onsite/Hybrid Position in San Marcos, CA

We are looking for a leader for our Enterprise Risk and Compliance Team as we expand our Third-Party Relationships and the diversity of programs offered. The ideal candidate will be a creative problem-solver, solution-driven, to devise a risk management framework that supports innovation while mitigating risks to the bank and our strategic partners. The BSA Officer (BSAO) is responsible for preventing, identifying, assessing, and managing money laundering and other financial crime risks in an organization. You will ensure bank compliance with the Bank Secrecy Act and related regulations. You will work with a variety of different departments to ensure that the company is operating as safely and securely as possible and provide reporting of key risk indicators to executive leadership and the Board of Directors.

Responsibilities/Duties

Hatch Bank is seeking a qualified BSA Officer to join our growing Enterprise Risk and Compliance Team. Experience in BSA/AML with a developed skillset of growing a program and building a BSA/AML risk management framework. Specific experience with BAAS and third-party risk management is strongly preferred. We are looking for a creative problem-solver, team-oriented person who thrives in a fast-paced environment to oversee our BSA Program with the following responsibilities:

    Develop, administer and maintain an effective BSA/AML program
  • Manage and ensure compliance with the BSA and related regulations and regulatory guidance related to BSA/AML risk management
  • Implement and manage policies, procedures, processes and controls related to BSA/AML/OFAC.
  • Train bank employees and Board of Directors on BSA/AML
  • Inform senior management and board on the status of regulatory issues related to the BSA/AML program
  • Conduct enterprise wide BSA/AML/OFAC risk assessments
  • Test and validate the bank's KYC/CDD program including CIP verification
  • Review and maintain third party BSA/AML vendor programs
  • Review and file SARs, escalating to senior management and Board of Directors when necessary
  • Managing regulatory examinations and response items
  • Reviewing data to identify potential risk factors or compliance violations.
  • Works with functional leads and points of contact, in tracking action plans defined for non-conformances
  • With regards to BSA/AML activities, focus on identifying suspicious activity through automated and manual processes, risk rating of business customers, review of SARs prior to filing and the review of Enhanced Due Diligence Reviews
  • Ensures accuracy and timely completion of required information for regular reports.
  • Helps in implementing plans and strategies designed and developed for rolling out Risk and Compliance initiatives.
  • Conducting research on new regulations or laws that could impact the organization's operations.
  • Conducting audits of internal controls to ensure they are working correctly.
  • Establishing policies and procedures that comply with state and federal laws.
  • Performs other tasks that may be assigned from time to time.


Essential Functions

While performing the essential functions of this position, the incumbent is subject to sedentary work for extended periods of time. Some mobility in order to access files and attend meetings is necessary. The incumbent must be able to operate a computer terminal and office equipment and communicate and exchange information to internal and external customers.



Knowledge - Skills & Abilities

  • Bachelor's Degree in Business or another related field preferred
  • Minimum of 8-10 years of BSA/Anti-Money Laundering experience required
  • Experience with FinTech entities a plus
  • Successful experience with banking software.
  • CAMs certifications a plus
  • Must demonstrate excellent critical thinking, organizational, verbal, and written communication skills
  • Computer experience is essential with a functional knowledge of Microsoft Word, Excel and Outlook.

Pay Range: $140,000.00 to $175,000.00 per year. Pay range may vary based on skills, experience, and location.
