Position Summary

The Tuition Classification Officer (TCO) manages the tuition classification process for all students, which includes, but is not limited to, reviewing circumstances relating to tuition classification, evaluating supporting evidence of Colorado domicile, executing residency decisions, and sending follow-up communication to students while strictly adhering to the Family Educational Rights and Privacy Act (FERPA), as well as process and chair the tuition classification appeals.

One of the TCO's primary responsibilities is to ensure that the University adheres to the policies and guidelines set by the Colorado Department of Higher Education and tuition law. This involves a deep understanding of state and federal law, particularly the Family Education Rights and Privacy Act (FERPA). The TCO is expected to independently research, interpret, and adhere to complex regulations. The TCO also plans, streamlines, and advances processes and procedures related to tuition classification and training new admissions and call center staff on these requirements.

The TCO will be responsible for updating students' tuition classification upon receipt of proper documents. This role also involves providing support to students, parents, staff, and faculty via direct contact, telephone, email, and web-based chat. The TCO's expertise in tuition classification policies and procedures is crucial in these interactions, ensuring a high level of customer service and a positive experience for all involved.

Duties and Responsibilities

This position will be the decision-making authority on all tuition classification changes for undergraduate and graduate students. As such it requires a high-level knowledge of administrative concepts and practices used to solve and evaluate tuition classification inquiries and processes.

25% - Determining Tuition Classification

  • Critically review, evaluate and apply thoughtful judgment on supporting evidence of Colorado domicile
  • Interpret and apply state regulations, institutional policies, and federal guidelines to render decisions regarding students' eligibility for in-state tuition
  • Review tuition classification correction and petition forms, military residency forms, and determine eligibility for Western Undergraduate Exchange (WUE) and Western Regional Graduate Programs (WRGP)
  • Update systems to reflect updated tuition classification charges
  • Send notifications to students regarding tuition classification decisions and conduct follow-ups via email, phone, or in-person
  • Evaluate processes and implement strategies for continuous improvement
  • Maintain active participation in the statewide tuition classification committee to stay up-to-date on tuition classification changes and best practices

25% - Customer Service

  • Handle sensitive conversations with students and families about their immigration status and determine possible options for in-state eligibility
  • Meet and counsel students on policies and procedures relating to tuition classification
  • Respond to tuition classification inquiries via email, phone, chat, and in-person, advise students on requirements, and provide options
  • Communicate tuition classification status to students, and if appropriate, provide information on appeals processes
  • Stay up to date on upcoming laws and regulations that may affect business practices and implement any new policies signed into law within a reasonable amount of time
  • Create, review, and update any forms that may need adjusting due to new laws/policies
  • Answer general questions about the University and various departments

20% - Reporting and Data Validation

  • Responsible for tuition classification state reporting validation in partnership with Institutional Research
  • Run CRM reports to monitor quality assurance and compliance with established procedures
  • Track approved correction requests to send to other offices to assist in their business processes

15% - Training

  • Collaborate with other offices to ensure student success by developing and maintaining effective communication around tuition classification processes with internal and external constituents
  • Provide regular training and workshops for professional and/or student staff
  • Participate on various committees within the institution and community
  • Communicate changes to the tuition classification website, publications, and forms to the admissions communication team

10% - Tuition Classification Appeals Committee Chair

  • Chair the Tuition Classification Review Committee, which examines evidence and documents submitted by the student as part of the appeal process and provides essential information on laws and University policies and procedures to assist the committee members in making an appropriate final decision
  • Communicate tuition classification appeal decisions to students and provide detailed, logical, and empathetic reasoning for the decision while strictly adhering to the Family Educational Rights and Privacy Act (FERPA) guidelines

5% - Other duties as assigned

  • Represent the Office of Admissions in a professional and welcoming manner at office-wide events such as Open House and other recruitment events

Required Qualifications

  • A bachelor's degree from an accredited four-year institution or experience can substitute the education requirement
  • Experience working with a diverse student population
  • Experience providing customer service
  • Knowledge of admissions office functionalities or other University enrollment services office Experience or ability to work in compliance with rules of confidentiality and FERPA
  • Experience with a Student Information System (e.g., Banner)
  • Experience with a Customer Relationship Management (CRM) system (e.g., Slate)

Preferred Qualifications

  • Knowledge in tuition classification requirements
  • Bilingual in Spanish
  • Two years of experience in admissions processing and residency determination in a higher education setting
  • Demonstrated ability to research and analyze information and come to appropriate conclusions, employing complex policies and procedures
  • Ability to exercise good judgment and discretion, particularly in matters relative to sensitive or confidential student records
  • Clear and concise written and oral communication skills
  • Strong attention to detail

Work Hours

  • Full-time, 40 hours per week, Exempt
  • Monday through Friday 8:00am - 5:00pm with at least two Saturday's a year to support Open House.
  • Evenings and weekends: Rarely
  • Hybrid schedule (on-campus and remote) available for this position
  • Travel: Never

Salary for Announcement

The minimum of the pay range for this position is $45,300. We anticipate the qualified candidate to be placed between $47,300 - $56,650. The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. Additionally, Student Affairs has committed to tying our salaries to an understanding of a living wage. To that end, we will not pay less than $47,300.

The above salary range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.
