Summary:
Under the general supervision of the Director Systems Integration and Development manage the selection installation and ongoing support of application software including all interfaces necessary to assure a high value widely accessible comprehensive integrated information network which meets customer needs.

Responsibilities:
Interview hire and assign subordinate staff; provide guidance and counsel to subordinate staff; conduct periodic performance evaluation; recommend personnel actions; act as resource for staff; conduct periodic individual and/or group staff meetings; prepare and submit payroll; provide and maintain subordinate staff development plans; develop standards for subordinate staff performance.

Provide functional supervision of staff assigned on project basis. Oversee projects and provide technical supervision and training of assigned personnel.

Conduct evaluations of outside vendor-supplied software including preparation of technical specifications requests for proposal review of vendor responses and selection of most qualified vendor.

Estimate plan and schedule personnel and other resources required to implement application projects.

Evaluate the needs of specific user areas and develop plans for system solutions. Design and/or choose systems which enhance user areas' capabilities to meet the needs of customers.

Document system functions and procedures including computer operations and user documentation. Coordinate with vendors to provide effective user training for the operation and utilization of new and existing application systems.

Control changes and provide documentation of changes made to the system including change requests and authorizations. Maintain auditable environment.

Develop test plans and data and testing procedures for application software and prevent installation of applications which have not been certified by the user.

Investigate and resolve sources of error in application software.

Assist in developing policies and procedures for contingency and disaster planning and monitor compliance.

Monitor adherence to standards for data security and meeting user service levels. Develop report and utilize performance statistics to improve quality of system performance.

Manage installation projects to budget. Assist with preparation and monitoring of departmental budget.

Maintain up-to-date technical knowledge by attending seminars and reading professional literature.

Participate in councils quality improvement teams and other such committees as required.

Maintain quality assurance safety environmental and infection control in accordance with established hospital and departmental policies procedures and objectives.

Perform other related duties as required.

Other information:
BASIC KNOWLEDGE:

Equivalent to Bachelor's degree in Computer Science Business Administration or a related field required. A combination of computer related technical training and successively increasing information systems management responsibility may substitute for a degree.

EXPERIENCE:

Four years of progressively responsible related work experience including project supervisory experience to ensure familiarity with directing all activities relating to software and systems applications.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Work is performed in typical office environment.

SUPERVISORY RESPONSIBILITY:

Direct supervision of up to 10 FTEs. Supervision includes interviewing hiring decisions preparing performance evaluations and recommending personnel action.
