Manages the programs and goals in all matters concerning certification and licensure, with a focus on teacher, specialist, and administrator certification.


Essential Functions



  • Manages the policies, procedures, and retention requirements for certifications as required by federal, state, and Board legislation or requirements.
  • Manages the verification, review, and retention of required employee certifications and licenses.
  • Ensures that potential and current employees receive appropriate counseling regarding certification requirements for issuance or re-issuance of the various types of certificates.
  • Manages the processing and maintenance of all applications for certification, including approval of initial applications, renewals, endorsements, and transcript evaluations.
  • Ensures the certification staff provide employees, school principals, and other supervisory personnel with excellent customer service on requested information about teacher certification of present and potential employees.
  • Continuously improves systems, processes, and communications to ensure prompt, courteous, supportive service to all City Schools employees regarding certification.
  • Advises executive officers on the status and course of action for all certificated school-based employees.
  • Determines and maintains "Highly Qualified" status of all educators in core academic subjects.
  • Keeps self and staff abreast of changes in state certification laws and rules, and participates in Maryland Department of Education (CAP meetings) training and update sessions.
  • Serves as a thought leader to hone policy proposals and advocate to the state on changes to certification requirements to best serve City Schools' students and staff.
  • Ensures equity in partnership with certification programs and supporting staff. Applies the lens of racial equity and cultural competence in managing scope of work.
  • Implements best practices for adult learning in trainings and communications for staff and leaders.
  • Leads assigned staff in working toward strategic long-term goals related to assigned area of responsibility.
  • Manages budget for area of responsibility. Assists in development and monitoring time and expense project budgets. Manages project plans, work breakdown, structures, and schedules established to successfully complete projects on time and within budget constraints.
  • Plans and controls staffing, and performs other human resources, finance, and payroll related functions for assigned employees.
  • Manages assigned staff in the development, design, review, implementation and periodic revaluation of project plans and strategies to support the achievement of goals and objectives.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff. Such responsibilities include staff performance reviews and the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
  • Ensures the provision of quality products and services. Leads staff in the design, development, implementation, monitoring, and documentation of quality and reliability improvement plans and procedures. Confers with and advises subordinates on administrative improvement plans and procedures, technical problems, priorities, and methods.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications



  • Bachelor's degree from an accredited institution required.
  • At least five years of full-time professional experience with at least two years working on certification in education required.
  • At least three years in a lead or supervisory capacity strongly preferred.
  • Meets Maryland requirements for approval as a Certification Authorized Partner (CAP).
  • Certification as a (Senior) Professional in Human Resources ((S)PHR) desirable.
  • Strong interpersonal skills in dealing with top management.
  • Knowledge of human capital functions, strategies, policies, processes, and procedures, including applicable federal and state employment laws and regulations.
  • Knowledge of Maryland State Department of Education (MSDE) certification & federal education legislation requirements.
  • Knowledge in interpreting and applying regulations.
  • Knowledge of teacher preparation programs, university courses, and instructional programs.
  • Knowledge of the National Board Certification process.
  • Skill in organizing and prioritizing multiple tasks to meet conflicting deadlines.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.
  • Proficient in the use of technical computer applications including Microsoft Office applications.
  • Ability to plan and supervise the work of professional and support staff.

Please be advised that the salary range listed in this job posting represents the total salary range applicable to this position and does not reflect the hiring range for external candidates. The hiring range is defined as follows: $90,850 - $119,435. It is important to note that this hiring range may not be applicable to internal candidates.
