Job Summary

The Employee and Labor Relations (ELR) Department Manager oversees daily operations, ensuring compliance with employment laws, university policies, and collective bargaining agreements. The role focuses on improving employee engagement, retention, and work environment, while managing various administrative processes, including performance management and exit reviews. Additionally, the manager analyzes data, generates reports, and collaborates with HRIS to maintain efficient ELR systems.

  • Oversees the day-to-day operational and administrative functions of the ELR Department.
  • Ensures ELR operations maintain compliance with employment laws and regulations as well as university's personnel policies and procedures, and applicable university's collective bargaining agreements.
  • Identify strategies to enhance the ELR operations and services made available to the University community which may the total employee experience (engagement, work environment, employee retention).
  • Interprets and administers FIU personnel policies, procedures, and agreements for management and staff; ensures compliance with FIU collective bargaining agreements.
  • Prepares and finalizes appropriate actions which are clearly and well written with appropriate presentation of facts, analysis, and conclusions, and in accordance with FIU policies, procedures, and applicable bargaining agreements.
  • Oversees the University's Exit Review Program. Identifies and monitors areas with high turnover rate, reviews data, and suggests recommendations for best course of action to attract and retain high-quality employees.
  • Oversees the administration and processing of Nepotism Disclosures, Conflict of Interest/Outside Activity Disclosures, Professional Development Leave, and Flexible Work Arrangements requests; works closely with assigned Specialist to ensure conflicts are resolved and appropriate follow-up is conducted on the expiration of on approved arrangements.
  • Gathers, transforms, analyzes, and interprets data which accurately reflects the functions of ELR; develops and designs monthly, quarterly, and annual reports to effectively represent the functions performed by the ELR Department.
  • Provides support to managers/supervisors on performance management, attendance and leave, administration of discipline, and other employee relations issues.
  • Oversees, reviews, and adjudicates on ELR background checks for current and former employees.
  • Works closely with HRIS to ensure ELR supported systems maintained and to ensure operational efficiency.
Minimum Qualifications

  • Bachelor's degree and four (4) years of human resources or related experience.
