Job Summary:

The Construction Project Manager will work within the Lead and Asbestos Section which is housed in the Bureau of Environmental and Occupational Health, Department of Health Services WI. They will collaborate with other Lead & Asbestos team members to identify lead hazards in homes primarily built before 1978. Once those lead hazards are identified the Construction Project Manager will work in tandem with other Lead & Asbestos team members to address the lead hazards that were identified to help prevent further lead poisoning in both children and adults.

The Construction Project Manager oversees a building project from start to finish. They will perform the day-to-day construction phase management. They will promote the completion of non-capital and capital projects by developing, monitoring and managing project requirements. Finally, they will report to and receive guidance from construction leadership.

If not already certified as a Wisconsin Lead Risk Assessor & Lead Abatement Supervisor, the successful candidate will be expected to become certified within the first month of starting the role.


Responsibilities:
Oversees a building project from start to finish. Performs day-to-day construction phase management. Promotes completion of non-capital and capital projects by developing, monitoring and managing project requirements. Reports to and receives guidance from construction leadership.

  • 5% Receives project assignments from leadership and reviews with the project team
  • 10% Ensures contractors comply with negotiated contract documents
  • 5% Issues daily report, noncompliance notices, and cost issue log
  • 5% Oversees occupancy, turnover, and close-out process
  • 60% Determines construction progress and resolves construction problems with project team
  • 5% Discuss customer's goals and objectives for the project
  • 5% Coordinates and manages schedules for lead abatement work, risk assessments, lead paint inspections, home inspections, and clearance testing with internal and external stakeholders
  • 5% Works closely with Outreach Program Manager to assist in mandatory matching and to provide technical assistance as it relates to construction and installation of building materials to lead abatement contractors, HUD sub-grantees, and property owners

Qualifications:

Required Qualifications:
- Experiences of communicating with diverse audiences via phone, email or other communication methods;
- Knowledge and experience in construction, building trades, or housing inspection;
- Experiences managing housing job sites or working for a housing rehab or government housing program.

Preferred Qualifications:
- At least 4 years of experience in housing rehabilitation field, such as Housing Rehabilitation Specialist, Lead Inspector/Risk Assessor, Construction Manager or Lead Abatement Supervisor.
- Experience in construction estimating and pricing and writing and/or reviewing work specifications a plus.
- Bi-lingual skills in Spanish
- Certified as a Wisconsin Lead Risk Assessor & Lead Abatement Supervisor

Skills and Characteristics:
- Must be able to track extensive documentation for home rehabilitation projects among program partners, contractors, suppliers and homeowners.
- Effective communicator of policies, procedures and regulations to program partners, contractors, suppliers, and homeowners.
- Be able to coordinate and prioritize work on multiple projects.
- Flexible and be able to multitask on several different aspects of a project or on multiple projects.
- Excellent computer skills; well-versed in Microsoft Office Suite, with a strong and thorough knowledge of Excel.
- Interpret and apply Federal, State and local policies, laws and regulations.
- Communicate clearly and concisely, both orally and in writing.
- Able to work effectively under pressure and maintain a professional demeanor in sometimes confrontational or argumentative situations.
- Strong background in construction and project management.
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.


Work Type:

Full Time: 100%

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.


Appointment Type, Duration:

Terminal, 9 month appointment.
This position has the possibility to be extended or converted to an ongoing appointment based on need and/or funding


Salary:

Minimum $71,994 ANNUAL (12 months)

Additional Information:

University sponsorship is not available for this position, including transfers of sponsorship. The selected applicant will be responsible for ensuring their continuous eligibility to work in the United States (i.e. a citizen or national of the United States, a lawful permanent resident, a foreign national authorized to work in the United States without the need of an employer sponsorship) on or before the effective date of appointment. This position is currently scheduled to end 9/30/2025 and will require eligibility to work until that time.
