The Program Supervisor provides administrative and supervisory oversight to the Family Preservation Program and the Teen Family Services Department. The Program Supervisor provides weekly individual and group supervision to Case Managers. Weekly supervision incorporates administrative, clinical and reflective practices. The Program Supervisor assures quality of service provision and monitoring of programs direct service staff for contract compliance. Staff may include Case Aides and Bachelor-level case managers, specialists, and student interns.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supports and promotes the mission of the Agency: Foothill Family empowers children and families on their journey to achieve personal success.
  • Provides weekly individual supervision following Agency/Contract best practices and policies for frequency, duration, quality and content of supervision.
  • Ensures services delivered are of high quality, culturally responsive and outcomes driven.
  • Facilitates and attends Family Preservation Multidisciplinary Case Planning Committee (MCPC) meetings.
  • Oversees the development, approval, and implementation of the MCPC Service Plan Agreement.
  • Attends identified/related Maternal Child and Adolescent Health, Department of Public and Social Services, Department of Child and Family Services or Probation Family Preservation services meetings and/ or other County meetings.
  • Ensures client documentation is accurate and submitted within the established timeframe.
  • Keeps abreast of new developments child and adolescent issues, teen pregnancy and parenthood, teen pregnancy and juvenile delinquency prevention and other related areas.
  • Monitors the flow of cases on employee caseloads to ensure that a balanced approach to intakes and discharges occur.
  • Administers quality assurance procedures including record reviews.
  • Provides employees with timely, accurate feedback on performance encouraging growth and addressing poor performance.
  • Assists intake, reception, clinical staff and accounting in the collection of complete and accurate information necessary for treatment and billing.
  • Carries a caseload as determined by program needs.
  • Conducts sessions and observations in the field including in client homes.
  • Attends in-person meetings and events at various locations within the Los Angeles County and surrounding areas.
  • Represents the Agency at community meetings, provides in-service training to other agencies and Foothill employees, and consults with other agencies and schools.
  • Supervises the provision of service and training of staff in service delivery modalities such as FP Program model, Core Practice Model, Protective Factors Framework, Racial Disproportionality, Positive Youth Development, in-home service provision, accessing community resources, early child development, service planning, child abuse treatment, sexual abuse treatment, individual and family treatment, motivational interviewing, solution-focused interviewing, and crisis intervention.
  • Provides telephone backup for emergencies both during office hours and outside of office hours when staff is unavailable.
  • Supports, reinforces and implements Agency policies.
  • Ensures staff follows all policies, procedures and legal mandates including HIPAA, client confidentiality, releases of information, protected health information (PHI) and client files, and takes applies appropriate coaching, counseling and disciplinary action to reinforce staff compliance.
  • Works effectively and cooperatively with all staff, collaborating when appropriate.
  • Works in close harmony with Managers, Directors and the Chief Clinical Officer accepting direction and implementing policies and procedures reflective of this direction.
  • Displays sensitivity to the service population's cultural and socioeconomics characteristics.
  • Performs work in a safe manner at all times and ensures employees are abiding by safety practices; takes action when employees put themselves or others at risk.
  • Follows all policies, procedures and legal mandates including HIPAA, client confidentiality, releases of information, protected health information (PHI) and client files.
  • Ensures performance and behaviors support the Agency's performance quality improvement (PQI) goals and objectives.
  • Reports to work on time and maintains reliable and regular attendance.
  • Performs other duties as assigned.

POSITION REQUIREMENTS

  • MSW, MA in public health or MA in social sciences with 2 years of case management experience; or a bachelor's degree in social work, public health or social sciences from a four-year college or university with 3 years of case management experience or experience implementing health or social service programs.
  • Experience providing direct client services to individuals, families and groups in a family preservation program preferred.
  • Experience providing child abuse treatment.
  • Knowledge of child and adolescent issues, teen pregnancy and parenthood, teen pregnancy and juvenile delinquency prevention and other related areas.
  • Reflective supervision experience preferred.
  • Experience in providing treatment to children, adults, and/or families with serious emotional problems.
  • Ability to be an excellent representative of the Agency to the community.
  • Excellent written and oral communication skills. Ability to administer a complex program by being detailed oriented, following up on concerns, and understanding the systems which help ensure quality of service and accurate record keeping.
  • Good interpersonal skills, including the ability to work cooperatively as a team member.
  • Knowledge and sensitivity to cultural differences.
  • Valid CA Driver's License and maintains insurability on the Agency's auto liability policy (including a minimum of 2 years driving experience) and maintains the California state required auto insurance liability limits.
  • Bilingual English and Spanish required.
