Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $77,900 - $143,300. The budgeted salary range that the University reasonably expects to pay for this position is $86,100 - $100,000.

Job Closing Date

This position is required to be at a campus location 5 days/ week.

About the Job

Under the general direction of the Associate Vice Chancellor and Chief Procurement Officer, the Director of Equipment Management & Logistics Services independently uses and applies in-depth knowledge and experience in areas including, but not limited to, surplus, distribution, equipment inventory, logistics, and warehouse management. In this role, the incumbent will create and oversee the following programs: locating a new receiving facility for campus and delivery schedule, storage facility oversight and management of campus billing and use of site, surplus and e-waste program that follows policy, equipment management, and asset inventory. The incumbent will work across campus to coordinate strategic development and planning of the above programs that have campus and local impact.

Key Responsibilities:

  1. STRATEGIC PLANNING * Serves as the organization's expert on distribution, equipment inventory, surplus, logistics, and warehouse management. * Provides leadership, guidance, and education on policy or program and represents the organization to external constituencies. * Participates with high-level organizational or program leaders in strategic thinking and planning on multiple facets of the organization. * Develops proposals and recommendations to guide and support a broader strategic direction for the organization/initiative. * Identifies issues of importance to the organization/initiative that often cross organizational lines and require research of other organizations; develops the right analytical and procedural framework for addressing the issues. * Formulates new procedures for implementation in the organization for the changes to each area. * Ensures compliance with legal and regulatory requirements in a complex, changing environment. * Plans, develops, and implements new programs and organizational structure changes required to implement new programs. * Proposes, leads, and/or participates in planning committees and working groups. * Analyzes, predicts, and advises constituencies regarding direction in the absence of clear external and internal practices.
  2. SURPLUS ADMINISTRATION * Coordinates the receipt, storage, and disposal of all surplus materials, supplies, and equipment. * Ensures all items received into surplus are properly stored, and surplus records are maintained in the designated file system. Disposes of surplus property in accordance with the Uniform Guidance Part 200.313, Equipment, and FAR Part 52.245-1, Government Property, and University of California policies BFB-BUS-29, Management and Control of University Equipment, and BFB-BUS-38, Disposition of Excess Property and Transfer of University-Owned Property. * Maintains the online Surplus Property Auction Program. Establishes auction dates, opening bid amount and increments for auctions to be released for sale. Review auction information prior to posting. Ensures auctions are paid and picked up timely by contacting delinquent bidders/buyers. Determines alternative disposal methods for property that is not sold on the online auction site. Evaluate property conditions for sale to the public. Works with online auction vendor to build unique marketing messages for higher-value property. Reviews and analyzes historical trends and auction buyer activity to maximize bidder involvement and revenue recovered. * Accounts for all funds generated through the surplus sales program and transfers funds to departments according to the established distribution formula. * Performs appraisals and/or assessments regarding the value of property based on condition and makes determination as to the appropriate disposition. * Organizes and recycles all e-waste generated by UC Merced Campus according to UC Office of the President Sustainable Practices Policy.
  3. COLLABORATION AND CUSTOMER RELATIONSHIP * Works within the organization and systemwide to reach a coordinated systemwide approach responsive to organization needs. * Collaborates with departments to improve deliveries, receiving, surplus operations, and equipment inventory processes. * Builds relationships with departments to ensure equipment is received, documented, inventoried, and removed from inventory and disposed of according to policy. * Leads and reviews warehousing space, forecasts need for the campus growth, and ensures quality and productivity standards are met. Handles escalated issues and effectively resolves them to ensure business requirements of campus departments are met successfully while maintaining compliance with all applicable laws, regulations, policies, procedures, and other relevant requirements. * Plans, implements, manages, and improves all surplus, equipment management, and warehouse operations to ensure efficient and effective operations that meet campus business requirements are in place. * Identifies areas for improvement, prepares proposals for leadership approval, and implements and reports on improvement initiatives. * Works closely with the departments, supply chain analytics staff, and category managers to forecast future demand for goods and implement effective solutions to address logistics requirements. * Creates and implements processes for the receiving of goods, including hazardous materials and controlled substances, and ensures appropriate tracking * Works with staff on tagging equipment and hazardous substances where appropriate for the program. * Creates a program that works with departments on outbound shipping outbound shipping programs and product returns. * Plans, implements, manages, optimizes, and evaluates last mile and last yard distribution of goods and services to campus departments and campus customers. * Ensures appropriate records are generated and retained to verify compliance and manage logistics operations and business processes. * Assess requirements, determines required training and or certifications, and implements required training and certification program to ensure material handling operations meet all requirements and are performed using industry best practices. * Ensure superior customer service. Communicate with customers, anticipate needs, develop plans, allocate resources, and ensure task accomplishment. Work with University and local organizations to support approved campus activities ensuring an integrated plan.
  4. SUPERVISION AND TEAM MANAGEMENT * Supervise all aspects of multiple teams, equipment coordination, surplus, and staff in performance of their duties. * Plan, coordinate, and integrate activities to ensure maximum effectiveness and timely task accomplishment meeting or exceeding standards. * Ensure professional customer service and accuracy of all staff. * Inform staff of any changes in policies, procedures, and external regulations.

Qualifications

  • Bachelor's degree from an accredited university in a related area or equivalent experience/training; and
  • Three years of directly related, progressively responsible experience working in distribution, equipment inventory, logistics, or warehouse management, or an equivalent combination of education, training, and experience (required).
  • Expert knowledge of common organizational- or research-specific and other computer application programs.
  • Highly skilled communication and interpersonal skills to communicate with and influence others, both verbally and in writing.
  • Ability to use discretion and maintain all confidentiality.
  • Expert knowledge of the organization's processes, protocols and procedures and external regulatory requirements in policy domain.
  • Ability to multi-task with demanding timeframes.
  • Expert analytical / problem-solving skills.
  • Expert knowledge of applicable policy analysis techniques.
  • Highly skilled in all levels of project management.
