Summary:
The Executive Director of Clinical Services directs and oversees all clinical services at Rogers, ensuring the delivery of high-quality, evidence-based interventions. This role is accountable for the development and maintenance of effective supervision models that support the growth and development of clinical staff and ensure consistency in the delivery of care. This position will actively participate in evolving care models to meet the evolving needs of the community, including developing and implementing sustainable training programs. Furthermore, the Executive Director will maintain a thorough understanding of relevant licensing and regulatory requirements to ensure best practices in care delivery. This position will leverage leadership and expertise to advance the organization's mission through community engagement and collaboration. Ultimately, this role is accountable for ensuring all patients receive high-quality, evidence-based treatment that results in clinically significant outcomes. This position may oversee and support Regional Directors of Clinical Services, Directors of Clinical Services, psychologists, and clinical supervisors in their efforts to provide high-quality patient care across all levels of care.
Job Duties & Responsibilities:
Clinical Supervision & Staff Development
Oversee and guide clinical staff: This includes providing supervision, promoting professional development, and ensuring appropriate supervision for all staff members. Train and mentor clinical leaders: Oversee the training of clinical supervisors and conduct formal training on relevant clinical topics. Monitor and address performance: Monitor clinical leader performance, address deficiencies, and ensure alignment with organizational goals.
Clinical Program Development & Oversight
Oversee clinical services: Supervise clinical services across levels of care within area of responsibility (inpatient, residential, partial, intensive outpatient, or outpatient services). Support program operations: Assist managers in establishing goals to meet clinical quality standards, promote teamwork, and address employee concerns. Ensure quality of care: Facilitate the use of a continuum of care, monitor program utilization and outcomes, and develop plans for underperforming programs. Collaborate with stakeholders: Work closely with system clinical & nursing leadership, clinical program managers, medical staff, and community agencies to ensure seamless care delivery and program effectiveness. Program development: Engage in program development to create new programs or adjust current programs to meet patient need and demand.
Clinical Quality & Excellence
Oversee quality of care: Ensure the delivery of high-quality, evidence-based care, including the appropriate use of manualized treatment protocols. Monitor clinical outcomes: Track patient progress and identify areas for improvement. Maintain high standards of documentation: Ensure accurate and complete medical records and adherence to regulatory requirements.
Regulatory Compliance & Quality Assurance
Ensure compliance with regulations: Demonstrate understanding of Joint Commission and other regulatory agency standards. Maintain compliance: Ensure compliance of clinical care components and train staff on regulatory requirements.
Staff Development & Training
Develop and maintain staff competencies: Develop performance standards, competency measures, and job descriptions. Support staff development: Assist in the development of orientation and in-service training programs to attract and retain staff.
Program Administration & Operations
Support program operations: Assist in budget planning and management, participate in program development and evaluation, and contribute to the overall operational success of the department. Administrative responsibilities: Participate in committees, meetings, and other organizational initiatives. Recruitment and marketing: Assist in the recruitment and hiring process and participate in marketing and outreach efforts to meet community needs.

Promote department goals as well as the mission of the hospital.
Communicate goals to fellow staff members. Maintain department policies and procedures. Include requirements and guidelines from external agencies (i.e., Joint Commission, State of Wisconsin). Maintain and/or communicate to appropriate party function backlog at a set time. Educate new staff regarding regulations or requirements of those functions that relate to their areas or departments, as directed. Demonstrate acceptance and training of student interns in the department, as directed.

Additional Job Description:
Education/Training Requirements:
Master's degree in a behavioral science field required, Doctor of Philosophy (Ph.D.) in Psychology or Doctor of Psychology (Psy.D.) preferred; licensed in at least one state in which the programs are based. Experience providing direct-care, leading, or managing teams across multiple levels of care in behavioral health setting. Minimum of five (5) years of related experience. Administrative or supervisory experience in a psychiatric setting preferred. Sales/marketing, patient development and/or community relations-related experience.
