Reporting to Community & State CEO, the Chief Growth Officer is responsible for leading the overall growth strategy for the Community and State business including Medicaid, LTSS and DSNP products. The Chief Growth Officer is responsible for developing market-level business development and organic growth plans, community partnerships as well as DSNP member alignment strategies. Additionally, the team is accountable for the proposal strategy and responses, overall bid operations, competitive analytics and bringing enterprise innovation to our local markets. The team will continuously monitor results and evolve our process to maintain a winning position in market share.

The Chief Growth Officer is expected to understand and anticipate client, consumer and provider demands and ensure our bids position UHC as the leader in delivering Medicaid, DSNP, and other products by winning awards and growing the business. This senior executive role is accountable for cultivating strategic partnerships both internally and externally and advocating for our strategy across UnitedHealth Group, with government partners, and other key stakeholders to secure increased opportunities for growth. This position will establish the overall direction, identifying and defining the most important initiatives for the market to obtain organic and inorganic growth targets.

As part of the executive leadership team, the Chief Growth Officer is accountable to build and execute the business vision, mission, plans and KPIs to achieve positive business results across C&S. In tandem with business results, the Chief Growth Officer will lead a team driving a culture of inclusion where the employee experience is at the center of our efforts in development, mobility, and performance.

Primary Responsibilities:



  • Lead and manage a high-performing, innovative team to develop strategic bids that significantly expand UHC's footprint across diverse products, including traditional Medicaid and DSNP programs, in close collaboration with the Medicare team
  • Develop and advance partnerships with Medicaid and DSNP Product Leaders, the Strategy Office, Regional CEOs, and Market CEOs to ensure our bid responses are not only competitive but also drive profitable growth and highlight programs that enhance member and provider experiences and quality outcomes
  • Collaborate with Clinical and Quality teams to identify and emphasize innovative, consumer-focused population health strategies that distinguish UHC from its competitors
  • Lead the collection of competitive intelligence, maintaining UHC's competitive edge by deeply understanding state needs and guiding the development of bids in a proactive, ongoing manner. Define, implement, and sustain a plan for strategic insights that support both short-term and long-term strategies and priorities
  • Develop and manage processes to ensure continuous bid and strategy improvement, including a review the successes and areas of improvement from each bid cycle, including competitor bids, to drive continuous enhancement of the process
  • Develop and drive national and market level strategies to enhance retention, and achieve market leading organic growth in existing products
  • Manage and execute national business development strategies to ensure short- and long-term positioning of products portfolio across all markets
  • Establish and advance ongoing practices throughout existing and anticipatory markets to understand community needs and build relationships with local and state leaders. Pursue and manage community investments that support state programming for Medicaid and DSNP members and position UHC as a key partner in the local community
  • Engage and Collaborate with Product, Strategy and Policy teams to assess industry trends and market insights, strategically guiding the development of a scalable portfolio of competitive product offerings and go-to-market approaches
  • Oversee the growth innovation pipeline by engaging with the community to understand business needs and create differentiation in our approach for growth and while maintaining the current footprint

Required Qualifications:



  • Senior leader with a minimum of 10 years of demonstrated progressive career accomplishments
  • 10+ years of health industry experience. Medicaid experience preferred.
  • 9+ years of experience in leadership roles
  • 9+ years of experience in developing, leading to execution, and sustaining local and/or regional/national growth strategies. Experience leading competitive bid responses preferred
  • UnitedHealth Group experience preferred
  • BA required, advanced degree preferred
  • Expert at strategic conceptualization both at a local level and within the framework of a national organization
  • Solid negotiation, problem-solving, planning, and decision-making skills. Accurately scopes out projects, sets objectives and goals, develops schedules and resource assignments, measures performance against goals, and evaluates results
  • Proven ability to lead business initiatives to a successful outcome through direct team, influence and cross-functional stakeholders
  • Solid communicator; capable of effectively presenting ideas and selling concepts and tactics; excellent writer, proven ability to communicate effectively with executives; ability to quickly understand needs and act on those needs; ability to conceptualize and effectuate change management and "out-of-the-box" thinking
  • Proven cross-functional influence and well-developed relationship-building skills, willing to take a leadership role driving initiatives, working across organizations and structuring approaches to new opportunities
  • Proven ability to build relationships cross-functionally and lead toward common goals
  • Ability to effectively deal with ambiguity - can effectively cope with change, can shift gears comfortably, can decide and act without having the total picture, comfortably handles risk and uncertainty in a manner consistent with UnitedHealth Group's core values
  • Demonstrated leadership and hands-on experience, strong leader and motivator with the ability to mentor talent within the organization; able to provide work direction; able to attract and retain top talent

The salary range for this role is $300,000 to $400,000 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
