Purpose of the Job

The Mortgage Government Processor II provides highly skilled assistance in the processing of residential mortgage loans. This role processes mortgage loan applications and documentation to facilitate mortgage loan approvals from Truliant Federal Credit Union investors and underwriters. Ensures that all credit packages and disclosure packages meet quality and regulatory standards for completeness, accuracy and timelines established for the loan type. Ensures that all credit packages comply with regulatory requirements and corporate guidelines. Supports and upholds credit policy and all Federal and State Lending Regulations.

Essential Functions and Responsibilities

  • Reviews mortgage loan files when received and oversees the ordering of all appropriate documents including credit report updates, title work, appraisal, final inspections, hazard insurance, flood certification and flood insurance if required.
  • Obtains FHA Case Number from FHA Connection. Obtains Certificate of Eligibility for VA-guaranteed home loans. Completes GUS submission of USDA loans.
  • Obtains verifications of employment, mortgage, rent, insurance and other items necessary to document the loan application. Orders tax transcripts from the Internal Revenue Service.
  • Orders appraisals and completes a comprehensive review of appraisals upon receipt to verify value, comp adjustments, marketability and property condition. Notifies MLO of appraisal receipts and notifies immediately if any issues are noted.
  • Ensures accuracy by reviewing and analyzing all aspects of the mortgage credit package including but not limited to: accuracy of file input, timely delivery of required application disclosures, title policy, assets and asset documentation, income figures and income documentation including personal and corporate tax returns, credit report/credit documentation and appraisal review.
  • Successfully documents mortgage loan file within Encompass as required. Completes required tracking fields prior to submission to underwriting.
  • Runs each file through Automated Underwriting System (AUS). Verifies and validates AUS findings and documents file accordingly.
  • Reviews rate lock to application and tracks change of circumstance with Lockdesk to ensure system is accurate. Requests change of circumstance within 3 days of occurrence.
  • Initiates follow-up phone calls to members and third parties to obtain necessary loan documentation, title, credit and/or collateral information.
  • Interfaces effectively and professionally with applicants/members, realtors, builders, appraisers, title companies and others in department to insure efficient and timely workflow and perform related duties as required.
  • Provides timely response to all member and third-party inquiries and keeps members informed about the status of their loan files. Consistently meets target service level objectives for dispositioning a minimum percentage of starting month's pipeline.
  • Prepares a complete and concise loan file with timely submission to underwriting and closing in order to meet scheduled contract or other predetermined deadlines.
  • Meets stated objectives for quality submissions to Underwriting within 2 business days and maintains minimum threshold for underwriting touches per file.
  • Discusses conditions with MLO and obtains needed information from the member. Reviews information for accuracy and verifies that information is adequate to clear condition.
  • Clears non-credit related loan conditions as defined in loan policy and communicates conditions effectively with team.
  • Meets quality objectives for Clear to Close status and maintains minimum threshold for Underwriting re-finals. Coordinates closings with all parties and assists with post-closing follow-up, as needed.
  • Meets weekly with MLO's to keep them updated on the status of loans and any outstanding issues requiring their attention.
  • Requests title insurance at setup of file and reviews in advance of submission to underwriting.
  • Coordinates loan closings with members, attorneys and Truliant closing staff.
  • Closes withdrawn, incomplete and denied applications, issuing adverse action letters as needed.
  • Reviews loan files to ensure completion of HMDA data.
  • Remains informed about investor guidelines, government regulations and best practices to ensure compliance with applicable rules.

Other Duties and Responsibilities

  • Assists with other tasks and projects as assigned.

Knowledge, Skills, and Abilities

  • Must have sound understanding of standard concepts, practices, procedures, regulations and compliance within the mortgage loan origination environment, as well as services offered by the Credit Union
  • Must be detail oriented and possess solid organizational and time management skills. Must be able to work independently and handle multiple priorities under pressure of deadline and time restraints. Promotes teamwork within the department and other departments.
  • Must have a comprehensive knowledge of conventional and government loan programs, including FHA, FNMA, FHLMC, HMDA, VA and USDA Rural Development Loans
  • Must have working knowledge of FHA Connection, VA's WEBGLY and USDA's GUS systems
  • Must have knowledge of Freddie Mac and Fannie Mae guidelines and the ability to understand Loan Product Advisor and Desktop Underwriter findings
  • Must be familiar with underwriting guidelines and real estate lending compliance, including but not limited to HMDA, TRID, Fair Lending and ECOA
  • Must have sound judgment, excellent critical thinking skills and the ability to manage and prioritize multiple tasks
  • Must be flexible and able to shift resources and priorities as required
  • Must have excellent communication skills in English, both verbal and written
  • Must have intermediate knowledge of Microsoft Outlook, Excel and Word
  • Must have ability to understand all business processes within the Credit Union
  • Must have an NMLS number or meet requirements to obtain one
  • Must be able to complete all assignments with minimal supervision
  • Should possess a strong commitment to providing excellent service to Truliant's members

Physical Requirements

  • Occasional standing, walking, bending, and stooping required
  • Must be able to sit at a desk for long periods of time and use a computer
  • Must be able to moderately lift or move up to 5 pounds and occasionally lift or move up to 10 pounds

Education and Background

  • High School diploma or equivalent required, with 7+ years of recent conventional and government mortgage lending experience required.
  • Bachelor's Degree in Business or Finance preferred
  • Experience with GSE guidelines, government lending, automated underwriting systems, multiple investor correspondent lending and TRID compliance required
  • Experience with Mortgage LOS system(s) required
