HF Sinclair is seeking a Cybersecurity Delivery Lead in anywhere in US with occasional travel to our HQ in Dallas or preferably located in Dallas, TX.The Cybersecurity Delivery Lead (CDL) serves as the primary liaison between IT Cyber functions and OT Cyber leads, ensuring that cybersecurity programs, projects, and operational support are effectively executed across the enterprise. This role is designed to help others succeed with speed and accuracy, driving execution efficiency, fostering continuous improvement, and embedding operational excellence across all cybersecurity teams.

The CDL leverages Product Management and Business Relationship Management (BRM) principles to ensure cybersecurity initiatives align with business needs, deliver tangible value, and continuously improve. This includes developing security program roadmaps, prioritizing initiatives based on business impact, and ensuring cybersecurity programs are executed with measurable success.

Job Duties

Cybersecurity Program Execution & Product Mindset



  • Ensure cybersecurity initiatives are treated as products, with clear roadmaps, milestones, and adoption goals.
  • Define and track KPIs and success criteria to measure the effectiveness of security programs.
  • Implement feedback loops with business stakeholders and technical teams to iterate and refine cybersecurity initiatives over time.


Business Relationship Management & Stakeholder Engagement



  • Act as a strategic partner to business leaders and IT/OT teams, ensuring cybersecurity programs align with business priorities.
  • Implement structured stakeholder engagement models, including security review meetings and governance touchpoints.
  • Translate cybersecurity requirements into business-friendly language, ensuring leadership understands the value and impact of security investments.
  • Advocate for business-driven cybersecurity priorities, ensuring cybersecurity teams remain aligned with operational needs.


Operational Security Support & Incident Coordination



  • Ensure business units receive appropriate cybersecurity support for daily operations and security incidents.
  • Work with the Cyber Fusion Center (CFC) to ensure incident response plans are properly executed in IT and OT environments.
  • Provide guidance on remediation efforts for vulnerabilities and security control gaps identified in business units.


Security Tool & Control Implementation



  • Partner with the Cyber Engineering team to ensure the deployment of security tools in IT and OT environments.
  • Assist in coordinating the rollout of security solutions such as firewalls, endpoint protection, vulnerability scanning, and SIEM integrations.
  • Ensure security controls align with enterprise cybersecurity policies and enterprise implementation plans.


Driving Continuous Improvement & Operational Excellence Across Cyber



  • Lead the charge in embedding continuous improvement practices across all cybersecurity teams.
  • Optimize workflow efficiency using Agile methodologies, backlog prioritization, and structured execution plans.
  • Implement process improvement initiatives to reduce friction and enhance cybersecurity service delivery.
  • Develop metrics-driven reporting frameworks, ensuring teams execute the right work at the right time, with measurable impact.


Security Platform Deployments



  • Collaborate with IT and IT Cyber Engineering to implement and improve security platform capabilities.


Implementation of Agile Concepts for Cybersecurity Teams



  • Help cybersecurity teams manage the combination of operational and project work using Disciplined Agile and SAFe methodologies.


Enhancement of Security Awareness & Training (SAT) Programs



  • Transform the program into a Security Behavior and Culture Program focused on behavioral-based and outcome-oriented training


Special assignments or tasks assigned to the employee by their supervisor, as determined from timeto time in their sole and complete discretion.

Experience

7+ years of experience in cybersecurity operations, engineering, program management, or delivery-focused roles.

3+ years of leadership experience in cybersecurity project/program execution.

Education Level

Bachelor's degree in Cybersecurity, Information Security, IT Management, or a related field or a combination of education and experience.

Preferred Education

Master's degree in relevant field.

Required Skills

Technical & Leadership Skills

*Strong understanding of cybersecurity tools and controls (firewalls, SIEM, vulnerability scanning, endpoint protection, IAM, etc.).

*Deep security technical skills, including practical experience with operating models and execution strategies.

*Experience leading security tool deployments in complex environments (IT/OT).

*Ability to bridge the gap between cybersecurity strategy and technical execution.

*Strong collaboration and communication skills to work across IT, OT, and business leadership teams.

Project & Continuous Improvement Skills

*Strong background in program execution, project management, and security operations support.

*Experience working with Disciplined Agile and SAFe methodologies to improve cybersecurity execution.

*Ability to optimize cybersecurity teams' work efficiency by managing dependencies and execution priorities.

Supervisory/Managerial Responsibility
Work Conditions

Office based with travel up to 10% of time is required. Subject to all weather and varying road conditions.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.

This position has a salary minimum of$115,300, midpoint of$158,000, and maximum of$200,700.
