Credence has an immediate opening for a Project Management Specialist working in space-related research, development, production, operations & maintenance, and lifecycle acquisition activities. This work will support the Military Communication (MilComm) and Positioning, Navigation, and Timing (PNT) directorate.



Salary Range

    Full pay range for this position is $175,000 to $205,000 per year, with the starting wage determined based on candidate's knowledge, skills, experience, as well as budget availability.


Responsibilities include, but are not limited to the duties listed below

  • Routine Business Operations

    • Serve as a subject matter expert in executing routine business operations.
    • Support the Business Manager by extracting program-specific information, assessments, analysis, and reviews.
    • Integrate program and technical acquisition artifacts at the enterprise level.
    • Use the combined program integrated master schedule to manage cost, schedule, and technical performance.
    • Provide detailed analysis, quantifiable supporting documentation, and thorough justification for all research, reviews, and assessments.
    • Corrective action plans and recommendations to the Government.
    • Provide reports and briefs on policy implementation, independent program assessments, and risk assessments.

    Planning, Programming, Budget, and Execution

    • Analyze various phases of the planning, programming, budgeting, and execution process as it applies to the administration and management of all programs within the Directorate and provide the Government recommendations.
    • Maintain processes for accurately and thoroughly responding to planning, programming, budgeting, and execution management activities in accordance with official directives, regulations, and guidance.
    • Subject matter expertise for Government budgets, foreign military sales funding, other foreign Government funding, and international partner agreements.
    • Perform research, conduct reviews, and provide assessments.
    • Support the development of the Program Objective Memorandum, Staffer Day preparations, Spring Program Reviews, Investment Budget Review, Program Management Reviews, Mid-year Execution Reviews, Baseline Execution Reviews, Vice-Commander's Forum, Financial Management Reviews, Acquisition Mission Support, Business Management Reviews, and other budget execution activities.
    • Provide detailed, quantifiable documentation and thorough justification for assessment findings, corrective action plans, and recommendations.

    Acquisition Reporting

    • The Contractor shall draft program overviews and executive summaries, encapsulate major program issues, gather program contract information, track program milestones and status, generate overviews of program health and ability to execute.
    • Assess program cost, schedule, and technical risks by segment and identify mitigation plans, consolidate and status program manager identified cost, schedule, and technical efficiency initiatives.
    • Demonstrate understanding of the program's current critical path, integrate and correlate program performance data with the program baseline.
    • Accurately interpret acquisition program baseline thresholds and compliance, verify program costs against the approved President's Budget and track program baseline changes.
    • Accurately capture high-level program logistic, test and evaluation, and requirements readiness characteristics.
    • Establish a program office point of contacts list, accurately develop, maintain, and update acquisition reports, including Weekly Activity Report, Monthly Acquisition Reports, Selected Acquisition Report and Defense Acquisition Executive Summaries.
    • Acquisition Program Baseline and supplemental reports for Acquisition Category I, II, III, Middle Tier Acquisition (MTA) programs at the Directorate level and other related acquisition reporting documents.
    • Verify the accuracy of the various Government approved systems used to generate acquisition reports.
    • Ensure consistency of all data reported to leadership, report any discrepancy to the Government.
    • Submit all draft inputs to the appropriate program office prior to submission to the Director and release to Air Force and Space Force leadership.

    Management

    • Receive and manage tasks via email, telephone, or Task Management Tool.
    • Document, generate, distribute, track, and close tasks at the Directorate level, coordinate with personnel and track the status of tasks, action items, suspense, and responses.
    • Schedule and distribute recurring tasks and program-related materials, review and evaluate tracking and tasking processes, provide action item coordination and accurate reviews ensure timeliness, recommend changes, and provide quality control of presentations, briefings, and media relations.
    • Consolidate or prepare memoranda, staff summary sheets, program office briefings, and other action officer duties.

    Communications & Media

    • Research, draft, and edit articles, speeches, and testimony, gather, develop, and check the accuracy of information from various sources.
    • Analyze and recommend pertinent information and the most effective use of it, coordinating with the Government to ensure consistency of messages.
    • Determine the overall organization of presentations and edit information for clarity and accuracy, perform additional research and provide recommendations on submissions from other staff activities.
    • Prepare and arrange graphics to support presentations.
    • Review, coordinate, and process program information suitable for public release.

    Government Audit Liaison

    • Act as liaison between auditors and program personnel.
    • Coordinate correspondence between external audit agencies and the program offices to include the Government Accountability Office (GAO), Air Force Audit Agency (AFAA), DoD Inspector General (DoDIG), Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), and any other auditing organization.
    • Coordinate on-site visits between the audit agency and the program office, review all audit requests, distribute requests to cognizant program office personnel and establish task timelines.
    • Ensure program office responses and audit deliverables are staffed via Directorate processes.
    • Ensure responses and deliverables are provided in form and content in accordance with, Program office policies, MilComm & PNT Directorate policies, Air Force policies, Space Force policies and DoD policies and document the results of their activities.


Education, Requirements and Qualifications

  • Secret security clearance is required
  • MA/MS degree and ten (10) years of relevant experience is required
  • Ability to work on high-visibility or mission-critical aspects of a given program and performs all functional duties independently
  • Ability to oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job
