Management Analyst - Adjudication and Vetting Program Management Support
Xcelerate Solutions is seeking a mid-level management analyst who will support the Defense Counterintelligence and Security Agency's (DCSA) Adjudication and Vetting Services (AVS) management office. In this role, you will support AVS leadership in management, analysis, and project execution. This includes developing briefs, evaluating the impact of process changes and providing recommendations for improvement, executing data collection, engaging across projects and portfolios to support ongoing operations, and supporting change management activities emergent from process and policy alterations.
Work Location: Hanover and/or Ft. Meade, Maryland
Core Hours: 0900 - 1430; Operating Hours: 0630 - 1800.
Clearance Requirement: Top Secret
Responsibilities:
  • Support tasks associated with program/project management, provide advice on recommendations of management, operations, and control of programs, and advise on new projects. This includes developing integrated master schedules (IMS), assess processes, model / visualize process workflow diagrams, cross-agency engagement, SOP development, and meeting note capture
  • Provide strategic planning support on mission, administration, and workforce efforts through forecast of workload capacity based on workforce attrition rates, hiring timelines, and developmental periods. Identify capacity gaps and recommend timelines for closing gaps.
  • Support scheduling, briefing material compilation, meeting management, visual content development, flow chart and diagram development, and support ad-hoc requests.
  • Support development of studies, analyses, scenarios, surveys, and reports that advise on courses of action; support interpretation of results from studies, analyses, surveys, and reports.
  • Apply mission-level thinking for current and emerging project/programs and translate stakeholder needs and expectations into statements assessing requirements.
  • Perform evaluations of existing procedures, processes, techniques, models, and/or systems related to project/program issues or CATMS taskers which require reports and recommended solutions
  • Analyze multi-source information to compile a complete and holistic solution and communication recommendations and issues pertaining to overall strategic plan.
  • Support creation of project plans, track progress, and identify areas of risk for ongoing and emergent projects.
  • Support portfolio, program, and project management via preparation and delivery of summaries, program updates, meeting notes capture, change requests, lessons learned, and plan of actions and milestones (POAM)
  • Support development of agency SOPs that comply with agency and higher policies; communicate leader expectations, process flows, and expected timelines
  • Develop relationships with internal functional areas and external agencies to facilitate transparency, open dialog, and exchange mission related information
  • Track and analyze legislation, regulations, and policy proposals relevant to the agency
  • Recommend, manage, execute, and communicate tactical and strategic change management methods and tools; create tools and mechanisms for collecting, responding to and storing questions and concerns submitted by the workforce to inform change management strategies; maintain (new and existing) change management strategies, processes, and procedures to house and share policies, standards, administrative, and mission procedures, and historical records; collaborate across DCSA with managers, SMEs, and mission enabling offices on change initiatives effecting the agency; facilitate development and execution of workforce communications, processes, and training related to change management
Minimum Requirements:
  • Required: Bachelors Degree in operational or technical management
  • Required: 3+ years' experience with operational management
  • Required: Operational knowledge of ServiceNow Project Portfolio Manager and/or MS Project.
  • Required: Functional knowledge of the DCSA Adjudication and Vetting processes pertaining to personnel security clearances
