Pay Grade 15* Qualifications may warrant placement at a different level Deadline to Apply: April 22, 2025* Position Summary Provides environmental services and solutions such as regulatory analysis, permitting, reporting and strategic planning by promoting sound stewardship and sustainable practices throughout the company. Applies theory and principles of environmental engineering used in prevention, control and remediation of environmental pollution, including waste treatment and site remediation, emission calculations and release estimates, and protection of cultural resources. Tasks and Responsibilities Analyzes complex federal, state and local environmental and/or historic preservation regulations that impact CPS Energy in its planning and/or operations and develops options for compliance with impacted work areas. Identifies appropriate measures to ensure compliance with environmental regulations. Manages environmental and/or sustainability project, and/or programs Obtains licensing and/or permitting for both existing and proposed CPS Energy facilities. Usually works with minimum supervision, conferring with superior on unusual matters. Make frequent, independent decisions and recommendations and develops alternative solutions that will have a moderate impact on the business. Develops and manages environmental contracts for Department and user areas. Represents CPS Energy by responding to regulatory agencies such as the Texas Commission on Environmental Quality (TCEQ), the Environmental Protection Agency (EPA), and the Texas Historical Commission (THC), as well as responding to inquiries from media and public representatives. Prepares, certifies and submits regulatory reports to various Federal and State agencies as required. Facilitates/coordinates meetings involving contractors, user areas and management. Participates in community activities and trade show events promoting positive customer relations. May testify in public hearings and/or court proceeding cases as an expert witness on environmental issues. Leads, directs, assesses and develops team members; coordinates job assignments and responsibilities with crews and contractors. Provides input in developing environmental awareness conservation and sustainable strategies. Maintains current professional, technical and regulatory knowledge through attendance at seminars and workshops and through the reading of industry publications/journals. Conducts environmental and/or archaeological field investigations, compliance reviews on CPS Energy facilities, construction sites and potential properties. If applicable, performs regulatory archaeological reviews for CPS Energy projects. If applicable, maintains operating agreements with the City of San Antonio Office of Historic Preservation (OHP) and the Texas Historical Commission (THC). Core responsibilities focus on operational/tactical aspects of the organization and some strategic focus. Participates in and provides input to area budget; works within financial objectives/budget set by management. Performs other duties as assigned. Minimum Skills Minimum Knowledge and Abilities Professional environmental work experience or a combination of professional and/or applicable operational experience supporting environmental projects that demonstrates ability to carry out the tasks and responsibilities defined in this job description. Important to this position are: critical thinking, speaking & presenting, technical writing, active listening & learning, coordination, complex problem solving, quality judgment and decision making. Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling. Preferred Qualifications Master's degree in Biology, Chemistry, Geology, Environmental Science, Natural Resources Management, or related field. * Professional certification: REM, CEP, PG, CPESC, CESSWI, CISEC, CHMM or other applicable environmental certification. 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification preferred. Possesses and applies a broad knowledge of principles, practices and procedures of environmental rules and regulations. Ability to develop alternative solutions, prioritize, and complete work projects/assignments on schedule and to achieve Department's goals/objectives with limited supervision. Ability to deal diplomatically with customers, employees, and all levels of management. Strong organizational skills, along with the ability to handle multiple and/or fluctuating priorities in a fast-paced work environment Initiative to work independently or as a member of a team, coordinating with others to achieve desired results. Knowledge of Resource Conservation and Recovery Act (RCRA), Department of Transportation (DoT), coordinating environmental activities with JBSA and/or US Military and regulations relating to solid waste classification, profiling, transportation, and disposal. This includes following EPA and TCEQ requirements for classifying Industrial and Hazardous waste. Experience with Notice of Registration (NOR), Solid Waste Management Units (SWMU), Texas Risk Reduction Program (TRRP) and Texas Waste Codes (TWC) is preferred. Experience conducting initial karst surveys and Edwards Aquifer karst closures. Required Certifications Working Environment Work is performed both indoors and outside. Employee may potentially be exposed to hazardous chemicals, wet or humid conditions, outdoor weather, noisy and dusty environment. Ability to travel to and from meetings, training sessions or other business-related events. After hours work required on an as needed basis. Overnight travel may be required. Physical Demands Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Requires the ability to climb stairs, bend and walk over rough terrain.
