HDR is looking to add an environmental permitting lead to our friendly and highly collaborative Colorado team. Candidates that strive for excellence in their day-to-day work, regulatory practice, and careers; as well as those individuals that are interested in continuing to expand their scientific and regulatory knowledge through collaboration and continued learning will integrate well into our environmental practice. Our team members spend time in the field, performing surveys, and working with project managers, engineers, and regulatory partners to determine environmental permitting needs for their projects. They look to identify creative ways to avoid and minimize impacts to environmental resources and streamline the permitting process. Team members are expected to develop cost and scope for environmental services related to anticipated permitting requirements. The permitting lead role will be expected to bring technical expertise on federal and state environmental permitting and a desire to expand HDR's environmental permitting services and drive growth across markets in Colorado. The permitting lead role will be expected to stay up to date on relevant local, state, and national regulations through company-wide working groups, and relay relevant findings to the Colorado team, and beyond, if necessary. The permitting lead role will be expected to work closely with the biological/ecological sciences team lead, planning (i.e., NEPA) team lead, and geospatial team lead to manage workload, deliverables, proposals, marketing materials, and ensure deadlines are met. Comprehensive oversight from project scoping through project delivery, monitoring and managing scope, schedule, budget, and QA/QC is necessary. Our environmental permitting team includes a wide range of local and national professionals, including archaeologists, historians, hydrologists, restoration ecologists, biologists, wetland scientists, ecologists, avian specialists, botanists, hydrogeologists, and geospatial professionals that bring a diverse range of expertise that is critical to our commitment to excellence. - Minimum 15 years of environmental consulting (preferred), resource agency, or similar work experience in environmental permitting.
- Preferred experience with U.S. Army Corps of Engineers Section 404 Permitting, Colorado Department of Public Health and Environment 401 Water Quality Certification, Section 7 Consultation with U.S. Fish and Wildlife Service, Colorado 1041 regulations, and Section 106 of the National Historic Preservation Act. Knowledge extending beyond Colorado is a plus.
- Awareness of relevant and potential local and state regulations pertaining to natural resources, including, but not limited to Colorado Parks and Wildlife and Colorado Department of Public Health and Environment. Knowledge extending beyond Colorado is a plus.
- Demonstrated field experience, including directing and leading field teams and survey efforts to comply with agency requirements.
- Provide QAQC, technical review and guidance on development of deliverables to promote high quality work.
- Perform agency and stakeholder consultation - leading or supporting consultation strategies and consultation with regulatory agencies and other stakeholders in complex permitting efforts.
- Strong academic background with a bachelor's degree in biological studies, natural resources, wildlife management, wildlife biology, plant ecology, environmental science, or an equivalent subject. Master's degree preferred.
- Exceptional and demonstrated technical writing ability. Experience drafting and reviewing technical documents such as scientific papers, survey finding reports, including aquatic resource delineations, biological resource reports, biological assessments, and cultural resource reports, permit applications, or similar required.
- Demonstrated experience interacting with internal and external clients to deliver projects and develop future business opportunities.
- Experience and interest in technical mentoring.
- Demonstrated project and pursuit management experience, including managing contract budgets, schedules, scope, and multi-disciplinary teams.
- Ability to perform field studies, navigating rugged conditions on foot for extended periods of time (8-10 hours).
- Good organizational and data handling skills, along with proficiency in MS Excel and Word. Experience with ArcGIS desktop software and applications (e.g., ArcGIS Online and Field Maps) preferred.
- Self-motivated, positive, flexible, team-oriented attitude with a willingness and desire to work as part of a multi-disciplinary team.
- Support the growth and development of HDR's environmental practice by actively participating in environmental Practice Group meetings and activities (i.e., sharing technical knowledge, expertise, and experiences).

Required Qualifications
- Bachelor's degree in Environment Science or closely related field
- 10 years experience in complex environmental planning/compliance projects
- Demonstrated knowledge of the NEPA process
- Experience managing large, complex EIS documents for transportation, large facility, land management, or other infrastructure projects
- Technical expertise in the design, implementation, interpretation and presentation of data for environmental studies and investigations in specialized discipline
- Proficient with MS Office
- Self-starter with excellent writing and communication skills
- Strong conceptual, organizational, problem-solving and research abilities
- Ability to work independently and as part of a team
- Staff management experience beneficial
