The Maryland Transit Administration (MTA) is seeking an Assistant Chief of Transportation.

The Assistant Chief of Transportation plans, organizes, and coordinates the administrative functions for Light Rail Operations. The incumbent is responsible for the daily service oversight and the development and supervision of transportation and supervision departments. This incumbent will manage all personnel and customer services for both departments. The Assistant Chief of Transportation is responsible for responding to operations incidents and accidents and preparing the necessary reports. This position is responsible for budgetary needs which includes preparing light rail executive briefs and monitoring both capital and operating budgets. This position manages procurement, quality assurance and work order management while serving as an information resource to the light rail executive management team.

The Assistant Chief of Transportation coordinates with labor relations on issues involving disciplinary practices and grievance administration. The incumbent also represents the division in arbitration proceedings. This position conducts business analyst functions, develops policies, and creates and revise standard operating procedures. This position is also responsible mandating corrective actions and advising the deputy director on important matters.

Responsibilities include:
  • Organizes and oversees office functions, including staff management, budget tracking, and activity scheduling. Additionally, manages and assesses accounting practices and the financial health of the operation.

  • Engaged with leadership to address and resolve issues related to the light rail system, encompassing topics such as budgeting, operations, union matters, and safety protocols.

  • Facilitate the creation and execution of goals, objectives, policies, and priorities for the assigned program. Suggest and oversee the administration of policies and procedures.

  • Assess and analyze operational procedures and techniques.

  • Assess the feasibility of recommended changes to light rail methods and processes.

  • Monitor and direct corrective action for customer complaints.

  • Manage budget and funding for light rail initiatives and oversee contractors responsible for major project execution.

  • Participates in professional group meetings and stays current with the latest trends and innovations in the industry.


Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle.Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
