Location: Iraq Job Summary: The Deputy Director of Logistics (DDoL) is responsible for all aspects of logistics management related to the Iraq F-16 Program at Martyr BG Ali Flaih Air Base (AFAB). This includes overseeing property management, transportation operations, and warehouse operations for materials and property. The DDoL also collaborates with the Project Management Operations (PMO) team to coordinate logistical support operations and provides recommendations for continuous process improvement. In supporting the Director of Logistics (DoL), the DDoL manages the logistics support team, which includes the Materials Manager, Property Supervisor, Maintenance, Repair and Operations (MRO) personnel, and the Logistics Team. This team is tasked with executing logistical support services at the air base. Additionally, the DDoL assists the DoL in reviewing and updating logistical policies and procedures to ensure compliance with the contract Performance Work Statement (PWS) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements. The DDoL establishes and maintains effective working relationships with all members of the PMO team, as well as with key directors, managers, and supervisors at AFAB. This collaboration ensures that supply chain operations effectively support all missions. Although the DDoL reports directly to the DoL, the role requires a high degree of autonomy and ownership over supply chain operations. The DDoL regularly communicates with the DoL and team members in the Continental United States (CONUS) to maintain a seamless flow of information, equipment, and materials. Furthermore, the DDoL actively supports and upholds the company's vision, mission, and values. Duties and Responsibilities:
- Oversee daily logistical support operations related to the movement of food, water, materials, and equipment to and from AFAB in support of the site acceptance test (SAT) clients and Sallyport employees.
- Provide effective leadership, management, and communication to the Acuity Logistics Team supporting operations at AFAB.
- Collaborate with end-users to update Authorized Stockage Lists (ASL) as needed, facilitating an effective automatic ordering system that ensures adequate stock of commonly used materials.
- Review purchase requisitions for clarity, compliance, detail, and completeness, and direct the team to obtain additional information when necessary.
- Provide management direction and oversight, including day-to-day material control operations, which includes, but is not limited to, inventory reporting, proper material storage, receiving, shipping, and preparing all supporting documentation.
- Maintain daily communication with purchasing regarding open purchase requests, solicitation progress, and pending award recommendations.
- Effectively understands, applies, and can enforce Federal Acquisition Regulation (FAR) procurement requirements.
- Monitors the logistic team's communication with vendors/suppliers and intervenes as needed to provide guidance or clarification to ensure proper adherence to the terms and conditions outlined in the purchase order and associated terms and conditions.
- Supervise and evaluate team personnel and promptly address any staffing or training deficiencies.
- Review all reports and metrics before submission to PMO to ensure accuracy.
- Meet stringent deadlines when submitting weekly and monthly reports on material receiving and issuing, Patented Medicines Notice of Compliance PM(NOC), Base access activity reports, food and bottled water ordering and deliveries, Government and Contractor-Owned Property management, the status and expediting of shipments originating outside of Iraq, and any other necessary reports that are required or requested.
- Plan, organize, prioritize, and perform multiple tasks to perform job functions orderly and efficient.
- Identify problems, analyze alternatives, and develop viable Program and Project Management recommendations.
- Read, comprehend, and interpret written materials of moderate to complex difficulty and provide these interpretations to end-users and/or management when applicable.
- Provide written responses with detail as needed to Program/Project and United States Government (USG) requests for information.
- Seamlessly work across various sections within the Supply Chain Management (SCM) team on site to provide the end-user with accurate information and/or solve problems.
- Facilitate movement of purchase requisitions within Maximo; Lost, Theft, Damaged or Destroyed (LTDD) submissions; Fair, Wear and Tear submissions; property transfers and other forms as needed through the review and approval process to ensure all stakeholders are aware of any special or unique circumstances surrounding any submission.
- Coordinates and manages the execution of scheduled property inventory inspections and provides updates to the PMO in accordance with PWS and Contract Data Requirements List (CDRL) requirements.
- Performs other duties and special projects as assigned.
Qualifications:
- A bachelor's degree from an accredited college or university is required, or a minimum of five years of experience in a supply chain-related field in a supervisory or managerial role, preferably with a focus on warehouse operations and property management.
- Candidates should possess a strong working knowledge of the FAR.
- Intermediate computer skills are essential, including above-average proficiency in Excel and PowerPoint.
- A good understanding of local market practices, strong interpersonal skills, and the ability to work both independently and effectively within a team are required.
- Candidates must be willing and able to work in austere environments.
- The ability to exercise sound judgment in all areas of responsibility is essential. Proven verbal and written communication skills, along with strong interpersonal abilities, are required to effectively engage with individuals from diverse cultures and backgrounds.
- It is important to maintain professional relationships with employees as well as outside individuals and agencies.
- Demonstrating a strong sense of initiative and urgency, as well as skills in building customer relationships, is crucial.
- Candidates must have the ability to exercise discretion and make sound decisions, as well as to gather, research, and evaluate information in order to identify root causes and eliminate future inefficiencies.
Preferred Qualifications:
- Previous experience with the Logistics Civil Augmentation Program (LOGCAP) and/or Air Force Contract Augmentation Program (AFCAP).
- Experience with Class 1 (Food Service) inventory and supplies.
Physical Requirements and Work Conditions:
- Work involves sitting and standing for prolonged periods of time.
- Constant use of sight, speech, hearing, frequent keying and use of computer and common office equipment required.
- The work location is in an extremely hot, austere, and potentially hostile environment.
