Your Role: We are seeking an individual to provide overall management and leadership services to the most significant and complex capital projects that support Port Aviation, Marine and Industrial facilities. These projects include airfield, building, utilities, environmental, rail, dredging and transportation related work. The Project Manager III position provides leadership from inception to completion of all project tasks, utilizing collaboration practices to complete the development, design, construction, and close out phases of assigned projects. Essential Job Duties
-
- Manage and lead significant, complex capital improvement construction projects.
- Organize, define, and set up communication systems with project stakeholder and future operators.
- Manage and direct large project design teams, including internal staff from engineering and other support areas, and consultants on the project team.
- Establish and implement a clear project communication plan.
- Assist operating areas with the preparation of significant, complex capital improvement projects, developing the work scope, schedule, budget, justification, and marketing efforts related to obtaining funding approval.
- Manage consultant selection processes and contracts.
- Manage the process to acquire all jurisdictional permits.

Minimum Qualifications
-
Education and Experience
- Bachelor's degree in civil, mechanical or electrical engineering or related field required.
- Minimum 10 years of progressively more responsible experience in a professional engineering capacity; experience in design, coordination, and/or management of capital projects. OR;
- Any combination of education and experience that demonstrates the ability to perform the job duties.
- Professional Engineer (PE) - State Licensure Board, required.
- Valid Driver's License - State DOT, preferred.
Demonstrated Skills & Abilities
- Advanced level of project management, engineering design standards and contracting processes.
- Advanced knowledge of the range of project delivery methods available for public agencies including but not limited to Design-Bid-Build, Construction Manager/General Contractor (CMGC), Design-Build, etc. Intermediate Engineering field(s) related to capital project design and construction.
- Advanced ability to continuously evaluate, monitor, and ensure compliance with laws, regulations, policies, standards, budgets, and procedures.
- Prepare advanced level reports and lead discussion with internal and external customers at all levels.
- Advanced ability to develop an overall strategic plan and matrix for a successful project with key milestones and enact project plan including subsequent management of all internal and external resources.
- Advanced ability to manage all aspects of project-level records.
Security
Employees in this position will be required to successfully pass and maintain security clearance relevant to assigned duties such as SIDA (Security Identification Display Area).

SELECTION PROCESS (tentative schedule):
- A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of April 28, 2025.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
- Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation as soon as possible.
