POSITION PURPOSE:
Silver Mountain Construction (SMC), an Alaska Native-owned construction company, is seeking a qualified individual to fulfill Superintendent position on a federal design-build project to repair BEQ Building 402 bathrooms, living areas, and laundry room at Marine Corps Base Camp H.M. Smith, Halawa, the island of Oahu, Hawaii. The Superintendent is responsible for overseeing all onsite activities and managing subcontractors / multiple trades, ensuring safe project completion on time and within budget. Must be capable of interpreting a critical path schedule and construction drawings. Additional responsibilities include environmental management for compliance with hazmat handling, storage, manifesting, and disposal.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Oversees onsite activities and supervises subcontractor crews/trades to ensure budget and schedule are met and the project is completed as per design requirements and work plans, including environmental protection plan.
- With direction from the Project Manager, plans weekly project activities and provides direction to the subcontractors on the work to be performed.
- Participates in scope reviews of various bid packages to coordinate interfaces and ensure completeness.
- Identifies construction and work sequence considerations when finalizing bid package purchases.
- Works with the Project Manager to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort.
- Ensures all subcontractors, material purchases, submittals, deliveries, clarifications, and changes are properly documented and coordinated with the project team and comply with the contract requirements.
- Generates, secures, or otherwise confirms all information needed to create, monitor, and modify the progress schedule on a continuing basis.
- Performs field subcontract administration.
- Maintains complete oversight of all self-perform and subcontractor work ensuring workforce size, hours worked, etc. is sufficient to support contract requirements.
- Aids project team in the development and monitoring of metrics to track actual versus required performance by all parties.
- Gives input regarding project estimates for future work and change orders.
- Monitors/manages scope completion to minimize punch list and streamline close-out.
- Prepares daily reports, job diaries, narratives, and all other documentation as determined by the company and by the project needs.
- Enforces all regulatory, client, and company-specific safety rules.
- Performs/oversees job site inspections for both quality and safety.
- Gathers all information necessary to create, monitor, and modify the progress schedule.
- Identifies construction and work sequence considerations for bid package development.
- Enforces all regulatory, client, and company specific safety requirements.
- Coordinates project compliance with federal, state, local, and installation requirements.
- Ensures compliance with Hazardous Waste Program requirements (including hazardous waste handling, storage, manifesting, and disposal).
- Ensures environmental permits are obtained, maintained, complied with, and closed out
- Ensures compliance with Stormwater Program and Hazardous Materials (storage, handling, and reporting) requirements.
- Coordinates any remediation of regulated substances (lead, asbestos, mold, etc.).
- Ensures waste segregation and storage compatibility requirements are met.
- Inspects and manages Satellite Accumulation areas.
- Ensures only authorized personnel add wastes to containers and coordinates removal of waste containers.
- Ensures personnel are trained in 40 CFR requirements in accordance with their position requirements.
- Maintains the Environmental Records binder and required documentation, including environmental permits compliance, inspection checklists, and close-out records.
- Must be always onsite during work operations.

MINIMUM QUALIFICATIONS:
Education and Experience:
- High School diploma or GED.
- A minimum of 10 years of experience in federal construction with at least 5 of those years as a superintendent on similar renovation projects.
- A minimum of 5 years of environmental experience in hazard identification and safety compliance.
Skills and Abilities:
- Must be capable of interpreting a critical path schedule and construction drawings.
- Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
- Ability to work in a team environment and fit in with company culture and processes.
- Effective professional oral and written communication skills.
- Must possess a strong work ethic as well as organizational and interpersonal skills.
Special Requirements:
- 30-hour OSHA
- 24-hour Hazardous Waste Management or equivalent Training / annual refreshers
- Working knowledge of EM 385-1-1
- CPR - First Aid certification
- Proficiency with MS Office applications Word, Excel, Project and Adobe PDF
- Must be able to pass drug test and company background check
PREFERRED QUALIFICATIONS:
- NAVFAC ECATTS training or ability to complete within 14 days of hire
- DOT Transportation of Hazardous Materials Training
PHYSICAL DEMANDS:
Must be able to stand and walk for prolonged periods of time. The position will include prolonged periods of sitting in order to perform administrative duties.
WORKING ENVIRONMENT:
The position will require work to be performed indoors and outdoors. The employee will be exposed to various weather conditions. Other hazards include, but are not limited to working near heavy equipment, noise hazards, chemicals, cleaning products, asbestos, lead based paint, contaminated soils, road traffic, etc.
