The Director of Development position reports to the Senior Vice President of Development, leads and mentors a team of direct reports, helps to ensure a smooth transition of projects from Business Development to production, leads production efforts from entitlements through placed in service and project closeout, leads the maintenance and continual updating of HRED and interdepartmental infrastructure, and leads financing application efforts. The Director of Development is intended to be a complementary role to the Director of HRED. The Director of Development participates in project conceptualization for affordable housing acquisition, rehabilitation and development, and oversees a team that is directly responsible for executing projects. This includes substantive daily collaboration with internal and external teams in planning and implementation, advancing critical partnerships and relationships with funding partners including government agencies, and negotiating consultant contracts and funding agreements with local agency staff.
Role & Responsibilities:


  • Leads and mentors a team of direct reports who have responsibility for executing real estate development projects and may have direct supervisory responsibility over their own direct reports.
  • Leads accountability for all financing applications for projects that are in production, and for tracking and meeting all relevant deadlines including conditions of approval, schedules of performance, award and contract expiration/ renewal dates, tax credit and bond readiness and placed in service deadlines, construction closing and completion dates, bond recycling requirements, certificates of substantial completion, notices of completion, soft funder retention payments, temporary and permanent certificates of occupancy, and all other relevant key delivery dates for all projects in production.
  • Leads accountability for spending authorizations, including Project Review Committee memos/approvals, compliance with internal and external budget authorizations, contract and change order compliance, spending thresholds by approval and award milestones, finance closing reimbursements, construction budgets and timelines, lease-up budgets and timelines, and all other relevant factors to timely and efficient project completion.
  • Leads relationship management with General Contractors.
  • Leads responses to preliminary notices, mechanics' liens, and bonding efforts.
  • Responsible for Storm Water Multiple Application and Report Tracking System uploads, updates, and closeout.
  • Leads, in collaboration with Finance & Accounting, the population and continuous updating in real time of the Enterprise Resource Planning (ERP) system pertaining to HRED.
  • Leads, in collaboration with Infrastructure & Technology/Business Intelligence, the population and continuous updating in real time of the Sharepoint platform as it pertains to HRED.
  • Frequently represents HRED in internal and external settings and builds interdepartmental and/or interagency coalitions who are supportive of HRED's development, financing, and implementation goals.
  • Fully accountable for HREDs interdepartmental coordination and collaboration efforts and seeks to build consensus around best practices and the most efficient use of limited resources.
  • Fully accountable for the implementation of design, construction and lease-up policies and procedures in collaboration with other departments.
  • Fully accountable for the project transition process from HRED Business Development to the production team; and, for project transitions from HRED to Asset Management at placed in service, including the population and regular updating of the Project Abstract and project information in the ERP.
  • Maintains HRED funder and consultant database through the ERP system and coordinates frequently with Advancement on funder and consultant relationship management and fundraising prospect cultivation.
  • Leads HRED efforts in collaboration with Advancement around grand openings, ground breakings, special events, and publicity / public relations efforts for projects that are in HRED production; and, for award nominations.
  • Supports data collection efforts for HRED to support CHW's overall policy development and advocacy and supports CHW's policy responses.
  • Participates in RFQ/RFP responses for ground-up development opportunities, advising on a site program that is optimized for the market, organizational goals, and financing programs available. RFQ/RFP support includes the development and updating of project fact sheets.
  • Formulates and advises on strategies for obtaining community approval and project entitlements, and maintaining public and private partnerships or relationships to advance projects and funding goals.
  • Leads other special projects and trainings.



Education, Experience and Abilities :


  • Bachelor's degree in urban planning, public administration, business, real estate, economics or related field; Master's degree preferred.
  • A minimum of five to ten years affordable housing and/or LIHTC experience utilizing complex financing structures.
  • Experience in a leadership role in a team-based affordable housing real estate finance and development setting.
  • Knowledge and experience with HUD programs, including 223f or 221df and project-based Section 8 contracts preferred.
  • Experience with NEPA, CEQA and other environmental processes required in development.
  • Experience with California low-income housing tax credit financing and California specific gap financing tools.
  • Experience with development and/or finance of permanent supportive housing and occupied rehabilitations.

It may vary based on skills, experience and qualifications
$175,000 - $200,000
