The State Highway Administration's (SHA) Office of Construction (OOC) is currently recruiting for a Team Leader (Transportation Engineer V) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The primary purpose of this position is to supervise the team within the Engineering Support Division (ESD) that conducts all statewide contract claim reviews and analyses to determine if contractors are entitled to additional compensation. This is accomplished by reviewing the initial submittal for completeness and accuracy, contacting the contractor and SHA offices if documents require supplementation, determining if the review will be handled in-house or by a consultant, managing consultant tasks, estimating, approving, tracking the cost of review as well as coordinating all interaction between the contractor, SHA and the consultant. Interactions between SHA and contractors often require complex negotiations and mediation. The Team Leader serves as the technical expert on claims for all of State Highway, often advising local jurisdictions, other agencies, other states, contractors, and departments other than OOC on claims and other dispute resolution. Additionally, this position will support the Division Chief in supervising claims reviewers within the Engineering Support Division.

Qualifications

Minimum Qualifications:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Five (5) years of experience in professional engineering.

Selective Qualifications: Two and one-half (2.5) years of experience managing, reviewing and/or overseeing construction contracts.

Selective qualifications are utilized when the position requires a specific or additional bona fide occupational qualification (i.e. knowledge, skill or ability). No substitutions are allowed for a selective qualification.

Preferred Qualifications:

The ideal candidate should have experience in one or more of the following:

  • Proficient in Microsoft Office Suite
  • Computer experience using Windows Operating Systems Application
  • Ability to effectively supervise subordinate staff
  • Excellent written and oral communication skills
  • Good interpersonal skills
  • Problem solving and decision-making abilities
  • Excellent internal/external customer service skills
  • Ability to plan, organize and coordinate complex or challenging activities
  • Knowledge of construction project practices and management

Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
