JOB DESCRIPTION

The Manager, Contracts & Systems Management oversees the integration and efficiency of business applications and systems supporting the Federal Government Program (FGP). They ensure that technology solutions align with the operation goals and strategies of the program and also act as the liaison between the business, technology and third party vendors.

RESPONSIBILITIES

  • Performs all aspects of staff management, including staff evaluation, project assignment and performance monitoring; trains and coaches staff to assist in professional development and ensure superior work quality.
  • Determines staff and workload assignments, establishes goals, evaluates performance, and determines training requirements and staff development needs. Responsible for department budgeting and financial management.
  • Establishes procedures to comply with contract requirements, assigns staff to monitor and report on performance standards, and ensures training and procedure manuals encompassing all job functions are current and accurate
  • Reviews large, high profile or complex requests and provided contractual recommendations to upper management.
  • Participates in developing and implementing enhancements and new tools/methods within the department.
  • Teams with system change management to meet contract objectives and program change requirements.
  • Advises and provides guidance to internal and external customers regarding contract issues; prepares and presents documents to support contractual decisions to internal and external customers.
  • Develops and implements program plans including scope, resource requirements, new program ideas, best practice protocols, and communications.
  • Creates and establishes program goals, objectives, and deliverables to reflect program vision, while working in partnership with cross-functional teams.
  • Approves significant contractual concessions, as needed.


QUALIFICATIONS

Minimum Qualifications

  • 8+ years w/Bachelor's degree; 1+ years supervisory/management

Additional Experience

  • 8+ years of experience with a Bachelor's degree, or an equivalent combination of education and relevant experience in place of a degree

Knowledge, Skills, Abilities

  • Ability to understand written and oral instructions.
  • Ability to clearly present written information, requests and findings, including executive-level presentations.
  • Ability to communicate information at all levels of staff, co-workers and outside contacts.
  • General knowledge of and familiarity with Finance, Underwriting and Actuarial, IT, Sales/Account Management.
  • Ability to interact with Professional and Provider Relations, Human Resources, Operations, Regulatory, Brokers, Clients, Auditors, and other enterprise-wide department staff to obtain, exchange and provide information.
  • Proficient in Microsoft Office programs.
  • Excellent multi-tasking and organizational skills.
  • Strong leadership skills with the ability to influence effectively and to train and mentor others.
  • Knowledgeable in legal and ethical rules and local, state, and federal regulations regarding contracts.
  • Knowledge of Delta Dental products, policies, claims, eligibility and underwriting guidelines.
  • Critical thinking and problem-solving skills, including the ability to gather and organize data, draw logical conclusions, and discern implications.

Base Pay Information

The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity.
