Position Overview
The Police Instructor within the Professional Continuing Education (PCE) Unit plays a key role in developing, delivering, and refining training programs for law enforcement professionals. This position is responsible for curriculum development, program coordination, instructional delivery, and implementing instructional best practices, ensuring that KLETC provides high-quality, relevant, and adaptable continuing education.

This role focuses on program innovation, assessment methodologies, and collaborative learning initiatives to enhance training opportunities and instructional quality.

This position requires collaboration with adjunct and contract instructors, law enforcement agencies, legal professionals, and other stakeholders to ensure that KLETC's continuing education programs meet evolving needs. Some travel is required.

Hutchinson Campus

The Hutchinson Campus consists of 173 acres with fifteen buildings including two multi-story residential student dormitories.

The Hutchinson Campus is home to the Kansas Law Enforcement Training Center (KLETC). A unit of The University of Kansas (KU), KLETC serves as the central agency for all law enforcement training in the State of Kansas. KLETC manages a $12 million annual budget, 65 authorized FTE staff (augmented by more than 400 contract/adjunct staff annually), and trains nearly 15,000 students annually in residential, online, and outreach programs. KLETC serves 437 recognized law enforcement and police agencies in Kansas, providing basic training and continuing education programs throughout each fiscal year.

Job Description
60% - Program and Curriculum Development and Instruction
  • Design, develop, and deliver continuing education courses to law enforcement professionals, utilizing adult learning principles and instructional best practices.
  • Develop and refine curriculum, learning objectives, lesson plans, and evaluation tools to ensure training remains current and responsive to industry needs.
  • Collaborate with adjunct, contract instructors, and subject matter experts to improve instructional strategies, assessment methodologies, and learning resources.
  • Lead efforts to enhance instructional techniques, including scenario-based learning, experiential learning, and evaluation strategies.
  • Ensure alignment of professional development programs with evolving industry trends and stakeholder feedback.
25% - Instructor Development and Training Integration
  • Evaluate and enhance instructor development programs, working with contract instructors to improve instructional effectiveness.
  • Implement advanced training strategies, focusing on assessment, evaluation models, and instructional best practices.
  • Assist in integrating various training methodologies into professional development initiatives, ensuring continuity in learning experiences.
  • Provide mentorship and instructional guidance to adjunct and contract instructors.
10% - Program Coordination and Stakeholder Collaboration
  • Coordinate training programs across multiple disciplines, ensuring accessibility and consistency.
  • Establish and maintain relationships with law enforcement agencies, legal professionals, and industry experts to ensure programs remain relevant and effective.
  • Serve as a liaison between KLETC and external organizations to expand outreach and learning opportunities.
  • Identify funding sources and grant opportunities to support new and ongoing training initiatives.
5% - Other Duties as Assigned
  • Support departmental initiatives and strategic planning efforts to enhance KLETC's professional continuing education offerings.
  • Provide data and reports related to training effectiveness, curriculum updates, and stakeholder feedback.
  • Participate in curriculum committees and contribute to continuous program improvement efforts.

Required Qualifications
  1. Bachelor's degree from an institution accredited by the Higher Learning Commission.
  2. Minimum of 5 years of full-time experience as a certified law enforcement officer at the state or federal level.
  3. Strong written communication skills as evidenced in application materials.
  4. Proof of education in the form of an official transcript from an accredited institution.
  5. Valid Kansas driver's license or the ability to obtain one within 90 days.

Preferred Qualifications
  1. Bachelor's degree in adult education, instructional design, or a related discipline from an institution accredited by the Higher Learning Commission.
  2. Post-bachelor's degree or progress toward such a degree in instructional design, law enforcement education, or curriculum development.
  3. Ten or more years of full-time experience as a certified law enforcement officer.
  4. Experience in developing and delivering adult learning programs, particularly in professional training environments, as evidenced in application materials.
  5. Experience designing and implementing training programs, assessments, and evaluation tools, as evidenced in application materials.
  6. Experience in instructor development, mentorship, or leadership in a training environment, as evidenced in application materials.
  7. Experience working with a wide- range of stakeholders, including adjunct instructors, agency trainers, and professional educators, to refine and enhance training programs, as evidenced by application materials.
  8. Experience with instructional technologies, distance learning platforms, and modern educational methodologies for professional training, as evidenced in application materials.
