The Networks & Export Program Manager serves as the strategic leader responsible for managing the integration, compliance, and operational readiness of DoD network systems and export control programs. This role requires expertise in managing secure communications networks, ensuring compliance with export regulations, and coordinating international technology transfer agreements. The Program Manager develops policies, oversees risk management, and ensures mission-critical networks and exports align with DoD directives, federal regulations, and international agreements.
Due to the sensitivity of the networks and export programs, candidates must possess an active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
Key Responsibilities Network Systems Management
  • Manage the design, implementation, and integration of secure network architectures to meet DoD mission requirements.
  • Coordinate with engineers and cybersecurity personnel to maintain network integrity, scalability, and interoperability across systems.
  • Ensure network operations adhere to DoD cybersecurity frameworks such as Risk Management Framework (RMF), DISA STIG compliance, and FISMA/NIST guidelines.
  • Oversee the management of classified communications systems, ensuring strict security protocols and operational continuity.
Export Program Oversight
  • Act as the Subject Matter Expert (SME) for compliance with International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and foreign military sales (FMS).
  • Manage export licenses, Technical Assistance Agreements (TAAs), and other required authorizations for technology transfers and international collaborations.
  • Collaborate with legal teams, security officers, and government agencies (e.g., Department of State, Department of Commerce) to ensure full compliance with export laws and policies.
  • Conduct regular reviews of export policies and procedures to ensure alignment with regulatory changes and DoD priorities.
Risk Management and Compliance
  • Monitor and mitigate risks associated with classified networks, technology transfers, and export activities.
  • Develop and implement internal controls to safeguard proprietary and classified information from unauthorized access or breaches.
  • Investigate and resolve incidents of non-compliance, unauthorized disclosures, or security breaches promptly and effectively.
Stakeholder Engagement and International Collaboration
  • Serve as the primary liaison between DoD leadership, contractors, and international partners for network and export control program execution.
  • Coordinate cross-functional teams to address program challenges and ensure alignment with operational objectives.
  • Facilitate international partnerships through secure communications protocols and lawful technology transfers.
Policy Development and Training
  • Develop and refine policies, standard operating procedures (SOPs), and training programs for personnel handling network operations and export-controlled information.
  • Facilitate training sessions for DoD staff, contractors, and external partners to ensure adherence to export requirements and network security protocols.
  • Provide guidance to stakeholders on emerging risks and best practices for compliance and program improvement.
Reporting and Program Evaluation
  • Prepare detailed reports and presentations for leadership, outlining program risks, compliance metrics, and operational readiness of networks and exports.
  • Conduct audits and assessments of both network operations and export control programs to identify areas for improvement.
  • Present findings to senior leadership and government agencies, recommending corrective actions and process enhancements.
Key Competencies
  • Deep understanding of DoD cybersecurity standards, network operations, export compliance frameworks, and FMS agreements.
  • Expertise in ITAR, EAR, RMF, and classified communications protocols.
  • Strong analytical and risk management skills for identifying vulnerabilities across networks and export activities.
  • Exceptional problem-solving capabilities to resolve operational challenges efficiently.
  • Clear and effective communication skills for interfacing with stakeholders, government officials, and international partners.
Basic Qualifications
  • Security Clearance: Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Education: Bachelor's Degree in Information Technology, Cybersecurity, International Trade, Business Administration, or related field. Equivalent military or professional experience may be substituted.
  • Experience:
  • Minimum of 8 years managing secure networks, cybersecurity programs, and/or export control compliance in DoD environments.
  • Demonstrated track record in managing program budgets, risks, and cross-functional teams.
  • Certifications:
  • Preferred certifications include CISSP, PMP, or Certified Export Specialist (CES).
  • Familiarity with network management tools (e.g., Splunk, SolarWinds) and export tracking systems is desirable.
