The RMIC Specialist supports Department of Defense financial management activities by developing, implementing, and assessing internal controls to ensure the integrity of resource allocation, compliance with federal regulations, and accountability for public funds. This role involves collaborating with program managers, financial analysts, and auditors, as well as overseeing risk management and corrective actions. The RMIC Specialist plays a critical role in ensuring compliance with DoD fiscal policies, fostering transparency, and mitigating fraud, waste, and abuse risks.
This position requires an active Top Secret clearance due to the classified nature of financial processes and reporting.
Key Responsibilities
Internal Control Development
- Establish, maintain, and assess internal controls across resource management functions to ensure compliance with Office of Management and Budget (OMB) Circular A-123, DoD Financial Management Regulations (FMR), and similar statutes.
- Apply the principles of the Federal Managers' Financial Integrity Act (FMFIA) to assess operational effectiveness and efficiency.
- Develop strategies and policies for risk identification and mitigation within the scope of fiscal accountability and operational controls.
Financial Compliance and Oversight
- Conduct detailed reviews and evaluations of financial reporting systems to ensure accurate and compliant documentation, transactions, and processes.
- Support financial audits and ensure that all findings are addressed with corrective action plans.
- Monitor compliance with applicable laws, directives, and contracts to prevent unauthorized use of funds and resources.
- Create visual dashboards and reports to illustrate compliance metrics and risk assessments.
Risk Management and Analysis
- Perform periodic risk assessments to identify vulnerabilities within DoD resource management processes and workflows.
- Investigate irregularities and present findings to leadership with actionable recommendations for process improvement.
- Provide guidance to program and financial managers on implementing risk mitigation strategies.
Policy Development and Training
- Develop policies, manuals, and guidance materials to ensure all personnel are operating consistent with DoD internal control standards.
- Deliver training and workshops to DoD staff, contractors, or external partners regarding resource management protocols and compliance best practices.
- Ensure all financial-related personnel understand their responsibilities in maintaining internal controls.
Reporting and Stakeholder Collaboration
- Prepare detailed internal control assessments and statements of assurance for leadership review.
- Collaborate across departments to integrate financial compliance metrics with operational objectives and program outcomes.
- Act as liaison with external auditors, regulatory bodies, and higher headquarters to ensure alignment between internal controls and overarching financial strategies.
Key Competencies
- Expertise in DoD financial regulations, resource allocation policies, and oversight requirements (e.g., OMB A-123, FMFIA, and DoD FMR).
- Strong analytical skills to identify resource vulnerabilities, inefficiencies, and potential non-compliance.
- Knowledge of database systems and compliance frameworks used in DoD financial management.
- Exceptional written and verbal communications skills for stakeholder engagement and reporting compliance findings.
- Ability to manage cross-functional teams and projects in time-sensitive environments.
Basic Qualifications
- Security Clearance: Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI) access.
- Education: Bachelor's Degree in Accounting, Finance, Business Administration, or related field. Equivalent military or professional experience may be substituted.
- Experience:
- Minimum of 5 years in financial management, DoD accounting, or internal control systems.
- Experience applying risk management principles for large-scale organizations.
- Certifications:
- Preferred certifications include Certified Government Financial Manager (CGFM), Certified Internal Auditor (CIA), or Certified Public Accountant (CPA).
- Familiarity with software tools such as Defense Agencies Initiative (DAI) or Oracle Financials is desirable.
