The Security & NOC Program Manager leads the management, operation, and strategic direction of secure network systems within the Department of Defense. This role is responsible for overseeing the development, monitoring, and protection of mission-critical networks, ensuring operational continuity and compliance with DoD cybersecurity standards. The Program Manager supervises NOC activities, establishes security protocols, ensures risk mitigation, and collaborates with cross-functional teams to enhance network resilience and performance.
Due to the classified nature of networks and operations, candidates must possess an active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
Key Responsibilities
Network Operations Management
- Provide leadership and management for the Network Operations Center (NOC) to ensure availability, performance, and security of DoD systems and services.
- Direct daily NOC operations, including monitoring, incident response, troubleshooting, and system availability restoration.
- Oversee the integration and maintenance of infrastructure technologies, including routers, switches, firewalls, VPNs, and secure communication systems.
- Develop and implement plans to monitor and maintain mission-critical system uptime.
Cybersecurity Oversight
- Ensure the NOC operates in compliance with DoD cybersecurity frameworks such as Risk Management Framework (RMF), DISA STIGs, and FISMA/NIST guidelines.
- Collaborate with cybersecurity teams to proactively identify, mitigate, and resolve vulnerabilities across network systems and components.
- Implement defense-in-depth strategies to safeguard classified and sensitive information systems against unauthorized access, breaches, and cyberattacks.
- Oversee system patching, auditing, and accreditation processes for maintaining secure networks.
Incident Management and Risk Mitigation
- Lead incident response efforts in cases of network outages, performance degradation, security breaches, or operational disruptions.
- Identify risks to system availability, interoperability, and security, and establish mitigation plans.
- Develop disaster recovery and business continuity plans for network operations to ensure mission readiness during emergencies.
Program Development and Strategy
- Develop and implement NOC operational policies, standards, and metrics consistent with DoD security protocols and mission requirements.
- Define performance objectives, monitor Key Performance Indicators (KPIs), and ensure alignment with program priorities.
- Research and recommend innovative solutions to optimize network performance, scalability, and operational efficiency.
- Plan and manage budgets, resources, and timelines for NOC operations and systems upgrades.
Team Leadership and Collaboration
- Supervise and mentor NOC staff, including network engineers, cybersecurity analysts, and IT support personnel.
- Coordinate cross-functional teams to ensure seamless integration of cybersecurity measures into network systems.
- Act as the primary liaison between NOC, program leadership, contractors, and external agencies to align operations with DoD goals.
Reporting and Documentation
- Prepare detailed reports for senior leadership and stakeholders summarizing network performance, incidents, and security metrics.
- Maintain accurate and compliant documentation of all NOC operations, including system configurations, security audits, and incident resolutions.
- Provide briefings to DoD leadership on program status, risks, accomplishments, and planned upgrades.
Key Competencies
- Expertise in DoD cybersecurity standards (RMF, DISA STIGs) and cybersecurity tools.
- Strong knowledge of networking infrastructure and protocols (e.g., TCP/IP, DNS, VPNs, firewalls).
- Exceptional leadership and decision-making skills to manage incident response and operational issues.
- Proficiency in assessing network risks and implementing effective controls for system protection.
- Excellent communication and collaboration skills for interfacing with technical teams, leadership, and external stakeholders.
- Ability to adapt to high-pressure situations and proactively problem-solve in a mission-critical environment.
Basic Qualifications
- Security Clearance: Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
- Education: Bachelor's Degree in Information Technology, Computer Science, Network Security, or related field. Equivalent military or professional experience may be considered.
- Experience:
- Minimum of 8 years in network management, cybersecurity operations, or IT program management within DoD environments.
- Proven experience leading NOC teams and managing operational and security challenges.
- Certifications:
- Preferred certifications include CISSP, CISM, PMP, or equivalent credentials.
- Familiarity with network monitoring tools such as Splunk, SolarWinds, Wireshark, or SIEM platforms.
