Job Announcement

This position supports the development and delivery of advanced geospatial solutions to both county government operations and the public. Responsible for administering and maintaining the county's enterprise Geographic Information Systems (GIS) database and the data stored within it, ensuring the accuracy, performance, and availability of geospatial data critical to county services. Oversee the daily operations of the enterprise geodatabase, implement data management best practices, and in-depth knowledge of GIS technology to conduct advanced database administration tasks using SQL Server. Essential to the county's GIS infrastructure and requires proactive maintenance, excellent analytical and problem-solving abilities, troubleshooting, and collaboration with internal departments and external stakeholders. Key duties for this position include the following.

  • Responsible for regular database maintenance tasks and administration of GIS enterprise SQL Server geodatabases.
  • Recommend standards for GIS data development and implementation.
  • Proactively monitors the GIS database for proper performance, troubleshoot issues, and collaborates with County IT to ensure the overall health of the GIS database system.
  • Contacts/consults with new and experienced county users in data development efforts including design, implementation, and maintenance of county inter-agency data flow and database synchronization efforts as well as developing and maintaining the GIS database schema and associated documentation.
  • Prepares data for use by county personnel. Management of versioned data and data QA\QC.
  • Designs, develops, documents, data dictionaries, and implements procedures for the maintenance of spatial data within the county's GIS database.
  • Develops automated processes using Python, SQL scripting and modeling techniques for data processing and maintenance.
  • Troubleshoot database issues, including debugging scripts and resolving performance issues.
  • Collaborate with county GIS developers, data stewards, analysts, and other stakeholders to ensure that databases meet business requirements and are integrated with other systems.
  • Ensures the overall quality of the data within the GIS database using tools and/or scripts and making recommendations for improvements and implementing those recommendations.
  • Manages and/or participates in complex projects to develop spatially based solutions for complex business problems in response to agency requests or needs.
  • Publishes data services for internal and external use and maintains the GIS Open Data repository.
  • Acts as project technical lead for data conversion projects, QA\QC and develop and maintain technical documentation.
  • Creates or recommends policies and procedures for managing GIS data and enforces those policies.
  • Participates in data governance committees for implementing standards for enterprise GIS data, web, and mobility.
  • Liaises with vendors and regional partners on data modelling and GIS data related procedures.
  • Develops and maintains applications, maps, and dashboards using GIS software such as ArcGIS Online and ArcGIS Enterprise.
  • Stays up-to-date with the latest developments in GIS technology, SQL Server, and related tools.
  • Performs other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer science, geography or related field which included coursework in Oracle and/or another complex database platform; plus two years of experience in working with and developing systems utilizing GIS platforms such as ESRI's ArcGIS Desktop or Server software suites; or performing GIS modeling (e.g., relationship classes, topologies, 3-D, object, data) and spatial analysis (e.g., proximity analysis, image analysis, routing analysis).

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
At least seven years of GIS project experience, including three years with a large multi-user geographic information system and using advanced level spatial analysis. Experience with ArcGIS Enterprise, ArcGIS Online, and ArcGIS Pro and extensions including Data Reviwer, Data Interoperability, and Spatial Analyst. SQL Database management competency and experience (e.g., SQL advanced queries, Entity Relationship diagram creation) including Esri Spatial Databases, MS SQL Server, and SQL Server Management Studio and developing scripts in SQL and Python. Skilled in designing and implementing large enterprise geospatial systems, working with enterprise architectures/solutions using ESRI products. Experience with database management systems, including creation of databases, tables, indexes, views, and stored procedures. Experience with SQL Server features such as spatial databases, spatial indexes, and spatial functions. Knowledge of relational database systems and existing programs used for GIS and geodatabase processing. Project management experience. Excellent organizational skills. Excellent verbal and written communication and collaboration skills. Strong understanding of GIS technology, including spatial analysis, and geospatial data processing and data modeling techniques. Strong attention to detail and ability to manage multiple tasks simultaneously. Strong analytical problem-solving skills with the ability to think critically and creatively. Ability to work well with others in a team environment and to work independently with minimal supervision, as required. Ability to be dynamic and proactive, take initiatives to propose and implement innovative solutions to improve processes and outcomes. Willing to work weekends or non-business hours for scheduled maintenance or emergency database support.

PHYSICAL REQUIREMENTS:
Work is generally sedentary and performed in a normal office environment. All duties performed with or without reasonable accommodations.
