The Assessing Systems Analyst performs data analysis and assists in maintaining data and system integrity of the Real Estate Management System (REMS). This position assists with researching and testing all aspects of REMS including patching, version updates and database upgrades; performs and interprets statistical and data analysis including ensuring data integrity and data security. The Analyst supports the coordination of system enhancements, process improvements, report development, investigation of system issues and facilitating appropriate actions to aid and resolve issues. This Analyst position supports the development of market value adjustments and adheres to State of MN property tax guidelines. This individual will apply proven communication, analytical, and problem-solving skills to help maximize the benefit of system investments. The position will report to the Assessing System Specialist.

Minimum Qualifications

  • Bachelor's Degree in Real Estate, Economics, Statistics, Computer Science or in a closely related field,
AND
  • Two years' experience in or supporting the appraisal and assessment of real and personal property,
OR
  • Two years Computer Assisted Mass Appraisal (CAMA) application use and/or valuation modeling experience.
OR
  • Two years business systems analysis and/or systems development of a technical nature.
OR
  • An equivalent combination of education and experience.

PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED:
  • Skills in Geographic Information Systems (GIS) and Structured Query Language (SQL) and/or Oracle database structures.
  • Experience with statistical programming languages such as R, Python, or SPSS.

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

  1. Performs ad hoc data reporting, data querying and data manipulation using SQL or similar programs. Under the direction of the Assessing Systems Specialist, maintains reporting solutions and development within the real estate management system to ensure data quality and accuracy. Follows up with managers, supervisors and department staff in support of such development and solutions.
  2. Collaborates with management to implement solutions to identified business needs, reviews design and development specifications and tests enhancements to REMS as directed.
  3. With direction of the Assessing Systems Specialist, coordinates with management to implement REMS training plans that fit the needs and resources of the department. Assists with training department staff with REMS enhancements, functionality and technology devices. Maintains all REMS system training manuals and directives for accuracy, relevancy and currency.
  4. Coordinates appraisal process automation with Assessing Systems Specialist and department staff.
  5. Provides analysis of real estate market data sets (eg. Income, cost and market) for all property types including land values and challenging small sample studies. Prepares sales ratio studies and time trend calculations for review by the Assessing Systems Specialist to recommend appropriate market value adjustments to Department Managers and Appraisal Supervisors.
  6. Participates in building, adjusting and calibrating mass valuation models of all types including cost, market, income and regression based. This would include the use of basic and advanced statistical techniques and the use of Geographic Information Systems technology (GIS).
  7. Respond to Assessing Department requests by providing IT services and support. Examples include ensuring desktop and VPN connections are in proper working order, unlocking REMS accounts, and password assistance.

  • Knowledge of concepts and applications of CAMA systems and/or database structures.
  • Ability to apply complex problem-solving techniques.
  • Knowledge of advanced math principles and statistical analysis.
  • Ability to communicate effectively, both verbally and written.
  • Ability to make independent, quality decisions to resolve issues.
  • Ability to detect problems or discrepancies in the quality of data and constructively correct such errors.
  • Ability to communicate technical and non-technical subjects to any type of audience preferred.
  • Ability to create and support effective working relationships within and between divisions, departments and outside agencies and peers.
  • Ability to analyze departmental needs and prepare strategic responses to meet those needs.
WORK ENVIRONMENT: Work is primarily sedentary, although there is some travel and carrying of lightweight items such as briefcases, notebooks and work papers. There is a lifting requirement of up to 20 pounds on an occasional basis (computers, monitors, etc.).

LOCATION AND SCHEDULE
Work is performed in a hybrid model with work performed via a combination of telework and in-person work at our Administration Center in Hastings, MN. Work is generally performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.)
