GENERAL PURPOSE:

The Design Engineering Specialist is responsible for performing Stormwater Management functions including design/build project management, permit application review, GIS mapping functions, standard engineering analysis and design of public works projects and development of plans and specifications, and construction administration. The incumbent collects and analyzes engineering data and inspects the construction of drainage systems, streets, sidewalks, water and wastewater lines, and other projects. Work is performed independently and requires advanced technical engineering work and judgment. This work is performed under general supervision - the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically through observation and written reports for adherence to established policies and procedures.


Examples of Duties

ESSENTIAL FUNCTIONS:

Perform identification, feasibility, and due diligence for design of Public Works projects, including storm sewer, site development, and roadways.

Perform stormwater utility discovery, notification, coordination, and documentation for in-house designed projects.

Prepare construction plans using AutoCAD Civil 3D for roads, sidewalks, water and wastewater infrastructure, parking lots, and other municipal facilities and structures in conjunction with the City Engineer.

Perform field measurements; collect, prepare, and maintain related records and reports.

Develop drawings and exhibits for various permits and presentations.

Perform design calculations including construction estimates, stormwater system hydraulics, treatment capacity volume, slope, areas, grades, and geometry.

Perform pollution loading and reduction modelling for quantitative analysis of storm water management BMPs.

Perform engineering research; obtain information from records, maps, plans, and various other sources; prepare regular and special reports.

Perform detailed computer modeling of stormwater designs.

Perform query, editing, and update functions within ArcGIS global information mapping system software including maps and exhibits.

Perform residential and commercial permit application review in the absence of the current reviewer for proposed residential and commercial improvements submitted through the Building Department. Determine criteria thresholds and verify such criteria conformance in the submittal process.

Perform Construction Administration for in-house design.

Perform Construction oversight and inspection to ensure project compliance and completion.

Perform permit coordination with regulatory agencies that have jurisdiction over stormwater and general civil engineering matters.

Review stormwater and general civil engineering proposals for proposed private development in the City of Winter Park, as well as for the maintenance,rehabilitation, or new construction of civil infrastructure in the City of Winter Park.

Assist in other civil engineering disciplines as needed, such as survey and transportation field investigations.

KNOWLEDGE, SKILLS, AND ABILITIES:

Working knowledge in the field of Stormwater management, civil design, and construction methods, with a significant scope of responsibility and considerable impact within the department.

Working knowledge of State of the Practice stormwater modeling

Working knowledge of civil engineering design as it relates to Public Works infrastructure.

Working knowledge of the types of tests performed on construction materials and their application.

Working knowledge of the codes, regulations, and specifications relating to Stormwater Management and Public Works construction.

Working knowledge of Computer Aided Drafting Design (CADD), Global Information System software, and BMP Trans Modelling software.

Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).

Skill in working effectively on a team and performing tasks on an individual basis.

Ability to effectively develop construction documents using Computer Aided Drafting Design (CADD).

Ability to develop, read, and interpret engineering plans and specifications.

Ability to facilitate consensus building when dealing with different points of view, and to advance collaborative efforts between multiple organizations.

Ability to make critical and difficult decisions with some direction that conform to the policies and procedures of the City and the Department.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with working knowledge - the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.


Typical Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's degree or equivalent education in Civil Engineering or related field, supplemented by a minimum of five years of Construction Management/ Engineering experience.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills, and abilities and other competencies required for the position may be considered.

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

Possess and maintain a valid State of Florida Driver's License, Class E or higher, Stormwater Operations Certification, and Intermediate Maintenance of Traffic (MOT) Certification (Advanced Certification is preferred).

Note: All certifications must be current at the time of application and must be maintained as a condition of continued employment. The MOT certification can be obtained within six months of employment.

OTHER REQUIREMENTS:

Physical

This is light work requiring the exertion of 0 - 20 pounds of force occasionally and 0 - 10 pounds of force frequently to lift, carry, push, pull, and reposition objects.

Ability to traverse about an ADA accessible office setting with or without reasonable accommodation.

Ability to remain stationary at a keyboard for extended periods of time and constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer.

Ability to manipulate objects and demonstrate small, precise movements repetitively.

Environmental

Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
