Job Overview
The Human Resources Manager ensures all employee/personnel policies and procedures align with corporate guidelines and comply with Federal, State, and local regulations. This role includes oversight of compensation and benefits, Affirmative Action and EEO compliance, training, employee relations, recruitment, shareholder placement, performance and conduct management, return-to-work programs, FMLA, and workers' compensation. For union environments, the HR Manager also ensures compliance with collective bargaining agreements (CBAs), manages labor relations, and supports grievance and arbitration processes. The incumbent supervises HR staff performing these functions. Work Model: Onsite/In-Office
Responsibilities
Essential Duties & Job Functions:
- Develops, implements, and maintains written personnel policies and procedures within corporate guidelines.
- Assists managers and supervisors with policy implementation and adherence.
- Implements and monitors Affirmative Action and EEO plans; ensures compliance with Executive Order 11246.
- Ensures hiring practices comply with legal and corporate standards, including security requirements.
- Conducts labor market wage research and recommends wage scale adjustments.
- Administers site-level benefits including health, welfare, and retirement plans.
- Ensures compliance with SCA, DBA, and CBA wage and benefit provisions.
- Manages union contract interpretation and application across departments.
- Serves as HR liaison to union representatives; facilitates communication and dispute resolution.
- Oversees grievance and arbitration processes; ensures timely and compliant handling.
- Supports union contract negotiations with data analysis and proposal development.
- Coordinates union-related training for supervisors and managers.
- Maintains records of union communications, grievances, and resolutions.
- Develops and oversees morale and training programs for all employees.
- Manages job descriptions, personnel files, and change documentation.
- Oversees return-to-work, workers' comp, FMLA, recruiting, and employee relations programs.
- Supervises HR department staff, including leave, timesheets, performance, and overtime.
- Implements shareholder hire system and supports internal investigations.
- Presents company and contract information at All Hands meetings.
- Ensures timely and accurate departmental reporting and data calls.
- Coordinates multiple tasks/projects efficiently.
- Communicates clearly in written and oral formats.
- Maintains professional relationships with government and internal customers.
- Supports other HR functions as needed, especially performance management.
- Maintains professionalism under pressure and collaborates across all levels.
- May operate government/company vehicles as required.
- Adheres to company safety and operating procedures.
- Performs other duties as assigned.
Job Requirements
Mandatory:
- Bachelor's degree in HR or related field.
- Ten+ (10+) years HR experience, including three+ (3+) years managing HR staff.
- Valid driver's license and suitable driving record.
- Ability to lift 25 pounds.
- Must be a U.S. Citizen in order to obtain required NASA badge.
- Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire (candidate will be sent home if this paperwork is not provided upon arrival on date of hire).
- Must have the ability to communicate the English language, both verbally and written, in an effective manner.
- Must have, and maintain, a valid Real ID driver's license.
- Must be able to pass a Pre-Employment background check and drug screen test.
Preferred:
- Experience in unionized environments and labor relations.
- Working knowledge of Dayforce HCM.
- Master's degree in HR or related field.
- PHR/SHRM certification.
- PMP certification.
- Strong public speaking and presentation skills.
- Familiarity with proposal efforts.
