The Alaka`ina Foundation Family of Companies (FOCs) is possibly looking for a Senior Subject Matter Expert/Functional Area Expert (SME/FAE) to provide support for our government customer in National Capital Region, Washington, D.C.

DESCRIPTION OF RESPONSIBILITIES:

  • Support WHS/SPD or other DoD Customer Agencies to maintain current portfolio information. Through this work process, SPD or DoD Customer Agency will evaluate how any proposed plans for known and/or newly identified activities may or may not be impacted by additional variables such as lease expiration, early termination options, delivery schedules at new facilities, security policy issues and other variables that may impact proposed implementation plans.
  • Develop an interactive process that challenges decision makers to emphasize stakeholder involvement and data presentation and facilitate decision-making.
  • Propose database model concept and require iterative modifications to scale.
  • Develop accepted model concept with agreed upon portfolio data elements which include the building inventories, geographic information to identify municipality jurisdictions and the real estate submarkets. Data elements shall be: Occupancy - utilization rate and efficiency; Space Category - office and warehouse; Leasing - lease number, expiration dates, termination options, square footage, and rent rate; Planned new projects and data collected from DoD customers Form 1450; Building inventory - overall building area for the purposes of calculating Anti-Terrorism Force Protection; Geographic information to identify municipal jurisdiction and real estate submarket.
  • Develop simulation model that supports "what if" type scenarios. Work sessions to test the simulations shall be: Facilitated offsite (bi-annually) preferably at the contractor's site; Performed as focus groups; Ensure the meeting stimulates the attendees and generates valued comments and decisions.
  • Gain updated real estate implementation strategies that can be executed.
  • Conduct the periodic National Capital Region occupancy census. The census would require: The data collection strategy with the required surge of resources; Strategy for coordination with the NCR tenants; Updates the previous census report; Preparation of the leadership brief and presentation materials.
  • Develop specific portfolio strategies, which may start with occupancy analysis for each selected component identified in the issued Task Order and address consolidation opportunities along with space usage (whether for future space modifications or reduction strategies).
  • Document the tenant components' profile, to include missions, goals, primary strategic objectives, security and technology requirements and square footage footprint.
  • Present ideas and concepts in an illustrative manner to include mediums such as graphic charts and virtual reality simulators for executive presentation, especially for supporting: Strategic Occupancy Analysis - with return on investment and cost estimation models; Program of Requirements - with organization structure requirements for adjacencies current and future work patterns, mission critical processes, workplace vision, security risks, personnel counts and type and size of special purpose and support space with examples; Change Management - with the proposed changes in work processes, policies, human resources, technology, teleworking, hoteling or free-addressing; Reduce Space and Overall Utilization Rate (UR) - with increased space efficiency, reduced square footage per person and new planning concept.
  • Recommend to selected tenant components ways to reduce group's overall footprint and utilization rate. Develop a work session model utilizing the data collected from surveys to develop and facilitate a "what if" (multiple options) type scenario workshop with SPD's project team to narrow down the tenant components with the best space reduction opportunities.
  • Assist representatives from selected tenant components with changes in their physical workspaces and more importantly, with changes in work processes, policies, human resources, technology, teleworking and hoteling or free-addressing.
  • Strategic Occupancy Analysis/Surveys: Survey 20% of the total real estate portfolio on an annual basis and collaborate with GSA and SPD to develop an executive summary. The executive summary deliverable will present ideas and concepts in an illustrative manner, provide opportunities to consolidate components across the portfolio, and recommend ways to reduce the footprint.
  • Support IPT meetings designed for designing solutions, decision making, strategic portfolio planning, and evaluating customer feedback. Facilitated sessions for improvement discussions shall lead the teams to define how to move the organization forward, get everyone on the same starting ground, and identify and address root causes to eliminate problems.
  • Provide techniques that will allow the action team members to prioritize potential solutions and implement the most beneficial ones first. When working with IPTs, the Contractor shall coordinate with various subject matter experts to develop the intended outcomes. Subject matter experts (SMEs) may be architectural designers, structural engineers, information technology (IT) developers, and real property asset professionals.
  • With SPD leadership, the Contractor shall prepare for and conduct decision-making sessions. Preparation shall include research on topics for decision, such as DoD directives, instruction, or policy memorandums and a final review and approval of the facilitator's meeting agenda. All results shall be well documented to include but not limited to referencing the relevant DoD Directives, Instruction, or policy memorandum.
  • Lead ongoing strategic planning and strategic action engagements. These actions shall include realigning the organization based on DoD environmental changes, strategic occupancy analysis, program of requirements, change management, and recommendations to reduce space and overall utilization rate.
  • Utilize in partnership with the customer the available feedback vehicles to determine customer satisfaction and engagement. Seeking the voice of the customer ensures SPD is solving the right problem.

REQUIRED DEGREE/EDUCATION/CERTIFICATIONS:

  • Must have Master's Degree or above.

REQUIRED SKILLS AND EXPERIENCE:

  • A minimum of 20 years of knowledge of DoD, OSD, and WHS.
  • Demonstrate knowledge of responsibilities, functions, and operations of all DoD organizations; demonstrated knowledge and a demonstrated ability to communicate and work with senior executives across Executive Branch agencies, the Military Departments, and other DoD organizations.
  • Superior ability to communicate verbally and in writing at the highest levels of government.
  • Expert knowledge regarding strategy formulation, execution, and planning of DoD resources.
  • Expert knowledge of the organization and functions of OSD, the Joint Staff, the Military Departments and DFAAs.
  • Extensive knowledge of DoD functional policies, procedures, and techniques in solving senior management challenges by creating innovative and pragmatic solutions.
  • Thoroughly understands the ramifications of actions on DoD interests and the ability to convey issues and concerns of the Department.
  • Able to conduct high level analysis and effectively integrate analyses of a very broad range of highly complex factors, including accurate assessments of the institutional environment in which policy alternatives will be considered, selected, and implemented into the decision making process.
  • Articulates and represents DoD policy positions clearly and persuasively to very senior-level audiences.
  • Supports multiple complex and multi-faceted projects, clearly defines goals and objectives, and integrates resources to achieve critical desired end-states.
  • Can draft the highest caliber DoD senior executive decision documents based on detailed reviews and analysis enterprise issues.
  • Assists with the development, coordination, and implementation of organizational responsibilities.
  • Conducts comprehensive analyses complex issues, develop creative approaches to resolve issues into actionable plans.
  • Assist with planning and coordination of activities to ensure the objectives and priorities of the organization are achieved.
  • Assists in analyzing and developing improvement options for administrative functions to include human resources, budget development and execution, logistics, facilities management, administrative security, and contract management.
