Scope of Work:
The primary purpose of the Quality Control Manager position is to oversee and ensure that all facilities maintenance activities comply with customer, company, and regulatory quality standards through effective quality control and continuous improvement.
Responsibilities:
- Manage and implement the Contractor's Quality Control Program in compliance with Navy contract requirements, ISO 9001 standards, and applicable regulations.
- Define and enforce quality standards for maintenance and operations based on customer requirements and technical data.
- Serve as the primary point of contact for all quality-related matters, coordinating with the Contracting Officer, COR, Project Manager, and Government stakeholders.
- Conduct scheduled and unscheduled inspections to ensure compliance with the Quality Control Plan, SOPs, and contract deliverables.
- Enter quality inspection results into the electronic records management system (e.g., Maximo) and communicate findings to management and key stakeholders.
- Review inspection results and quality data to monitor performance and identify trends, deficiencies, and improvement opportunities.
- Prepare and submit inspection reports, quality metrics, and corrective action documentation to the Government and Project Management.
- Investigate quality issues and customer complaints; implement corrective actions and verify effectiveness in accordance with contract requirements.
- Maintain technical data references and report technical data deficiencies as required.
- Lead continuous improvement efforts to enhance quality, safety, and contract performance.
- Supervise quality personnel and oversee daily quality operations to support mission success.
- Ensure adherence to company policies, safety regulations, and contractual obligations.
- Performs other duties as assigned.
Minimum Requirements:
- Bachelor's Degree in a related field preferred.
- Minimum 8 years of experience on contracts of similar size and complexity, including 5 years as a Quality Control Manager.
- Demonstrated experience developing and enforcing Quality Management Systems (QMS) on government contracts.
- Must hold a current CMQ/OE (Certified Manager of Quality/Organizational Excellence) certification.
- Must have successfully completed the Construction Quality Management (CQM) for Contractors course and possess a current, valid certificate.
- Ability to interpret drawings, specifications, and technical requirements applicable to military facilities maintenance.
- Should be knowledgeable about USACE EM 385-1-1 requirements, especially in the areas of hazard identification and safety compliance.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
- Proven supervisory and customer-focused communication skills.
- Must be able to satisfactorily complete a Tier 1 Public Trust background check, if required for the position.
- Must be able to obtain and maintain the ability to access the government worksite.
- Must possess and maintain a valid state driver's license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.
Physical Demands / Work Environment:
- This position is primarily performed in an office setting; however, regular site visits and field inspections are required. Must be able to work outdoors in varying weather conditions and navigate active work sites when necessary. This may include standing, walking, bending, kneeling, or climbing for extended periods while wearing required personal protective equipment (PPE).
- Must be able to safely access ladders, stairs, and elevated work areas, and tolerate typical industrial and maintenance environments, including noise, dust, and equipment movement.
- Must be able to work on-call, alternate, and extended shift schedules when necessary to meet mission requirements, including weekends and holidays.
