Job Summary

The Natural Resources Division in the Department of Building and Development is seeking a knowledgeable and motivated professional to serve as the Stormwater Team Leader under the County's Virginia Erosion and Stormwater Management Program (VESMP). As a key member of the Program's leadership team, this individual will support the Program Manager and take a lead role in overseeing day-to-day operations related to stormwater management plan review, VESMP permitting and inspections during construction. The ideal candidate will demonstrate strong technical expertise, leadership capabilities, and effective collaboration and problem-solving skills.

This position requires a thorough knowledge of State and County stormwater management requirements, and the ability to apply complex technical requirements in a practical and consistent manner to ensure compliance across a variety of circumstances, and strategic thinking skills to resolve challenges effectively and efficiently. This position also requires the ability to foster a supportive, collaborative, team-oriented work environment.

This position is responsible for the following:

-Managing the County's VESMP Stormwater Team to ensure compliance of development projects with state and local regulations, which includes oversight of stormwater plan review, VESMP permitting, and inspection of stormwater Best Management Practices (BMPs) during construction to ensure consistent application of requirements.

-Being a mentor and supervisor to team members, fostering professional development through training, guidance, and support.

-Collaborating with the Program Manager to develop and implement strategies, policies, and procedures to enhance program efficiency and effectiveness, and to ensure full compliance with Program requirements in State Code.

-Maintaining open communication and building strong relationships with direct reports, other staff, contractors, County officials, and other stakeholders to ensure the successful completion of programmatic goals.

This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.
Salary commensurate with experience.


-Effectively assessing, addressing, and resolving technical and procedural challenges related to stormwater management design and construction.

-Serving as subject matter expert by providing technical support to County leadership, other staff and members of the public.

-Staying up to date on changes in Virginia Code related to stormwater management, working closely with the Program Manager to identify and assess potential impacts to the County's Program, and implementing changes necessary to maintain Program compliance and effectiveness.

-Supporting the mission and goals of the Natural Resources Division and the Department by contributing to a culture of innovation, trust, collaboration, and high performance.

The ideal candidate will possess the following qualifications and attributes:

-Expertise in state and local stormwater management policies and regulations, specifically regarding Program administration, plan review, field inspections, and permitting.

-Self-motivation, integrity, and strong leadership and interpersonal skills, with the ability to foster a collaborative team environment.

-Exceptional communication skills, with the ability to convey technical ideas clearly, concisely, and effectively to diverse audiences, including employees, contractors, County officials, and members of the public.

-Proficiency in utilizing modern technologies and tools to evaluate and enhance program performance and efficiency.

-Strong problem-solving skills, including the ability to solve complex challenges creatively and strategically with minimal supervision.

-Commitment to continuous learning, customer-focused service, and leadership development.

-Dependability, flexibility, and planning and organizational skills that align with the County's vision for success.

Minimum Qualifications

Bachelor's degree in Engineering from a four-year college or university accredited by the Accreditation Board for Engineering and Technologies with coursework related to the assigned area; four (4) years of professional engineering and construction management work experience of a complex nature with direct design as well as administrative experience; or equivalent combination of education and experience. One (1) year of supervisory experience preferred.

Preferred Qualifications:
Stormwater Combined Administrator
Dual Combined Administrator Certification or
ESC and Stormwater Program Administrator Certifications (Dual Program Administrator),
ESC and Stormwater Plan Reviewer Certifications (Dual Plan Reviewer), and
ESC and Stormwater Inspector Certifications (Dual Inspector)


Job Contingencies and Special Requirements

Employment is contingent upon successful background check completion, to include criminal, credit, and driving record checks.

Within 1 year of employment, Certification from the VA Department of Environmental Quality (DEQ) as Stormwater Combined Administrator (or Stormwater Program Administrator, Stormwater Plan Reviewer and Stormwater Inspector)

Must be able to work beyond the normal work day as required, and flex one's work schedule to accommodate needs of the position. In addition, must be able to visit and observe active construction projects, often requiring significant walking. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs.
