The Opportunity

We are seeking an experienced Project Manager to lead the planning and execution of capital projects within the natural gas pipeline and facilities portfolio. This role is responsible for managing projects through the full lifecycle-from early feasibility and development through construction and closeout-while ensuring safety, quality, regulatory compliance, and alignment with business objectives. The successful candidate will demonstrate strong leadership, technical expertise, and a commitment to continuous improvement.

What you'll do

Project Planning and Execution

  • Conduct feasibility studies and alternative analyses to assess technical, financial, and operational viability and support early project development activities.
  • Develop, maintain, and execute detailed project plans and schedules in alignment with the TC Energy Operating Model (TOMS) and Project Delivery Standard (PDS).
  • Manage all phases of the project lifecycle, including scope definition, budgeting, scheduling, execution, and reporting.
  • Develop and implement Project Execution Plans for both development and execution phases.
  • Coordinate with internal teams and external vendors to ensure project alignment with business objectives.
  • Identify and allocate required resources, partnering with the Construction Management & Inspection (CM&I) team to support construction execution.
  • Collaborate with the integrated Supply Chain team on contractor engagement, scope development, RFPs, contract feedback, and issuance of Release Orders (ROs) and Purchase Orders (POs).
  • Monitor and control project budgets to ensure expenditures remain within approved limits and resources are used efficiently.
  • Manage changes to scope, schedule, and cost, ensuring all changes are documented, approved, and communicated effectively.
  • Actively demonstrate corporate safety culture by leading safety discussions and supporting site construction activities with a strong emphasis on safety and quality.

Stakeholder Engagement

  • Liaise with internal customer groups to understand project objectives and define scope, deliverables, cost, schedule, and quality requirements.
  • Clearly define and communicate project objectives, scope, and deliverables to ensure shared understanding among stakeholders.
  • Maintain regular communication with client and stakeholder groups and proactively manage expectations.
  • Serve as an ambassador for Project Governance and Assurance, ensuring effective communication of project requirements.

Risk and Quality Management

  • Identify project risks and develop mitigation strategies through team engagement, risk registers, and control plans.
  • Conduct qualitative and quantitative cost and schedule risk assessments.
  • Monitor and measure contractor performance against contract terms and conditions.
  • Oversee project design and facilitate technical reviews to ensure compliance with specifications, codes, and legal requirements.
  • Ensure project deliverables meet quality standards through regular reviews, audits, and tracking of turnover documentation.
  • Provide input to and support regulatory applications and permits for facilities and pipeline projects.
  • Establish, document, and manage regulatory and environmental objectives, including postconstruction commitments.
  • Ensure projects are constructed in compliance with approved engineering documents, design standards, and environmental requirements.
  • Manage site construction activities with a strong focus on safety, quality, and regulatory compliance.
  • Identify opportunities to improve project management procedures and processes.
  • Contribute to the enhancement of project management tools, standards, and practices.
  • Document and share lessons learned throughout the project lifecycle.

Minimum Qualifications

  • Bachelor's degree in engineering, Project Management, or a related eld, or an equivalent combination of education and relevant work experience.
  • 5 to 10 years of related industry experience in project management or construction management.
  • Demonstrated competence with engineering, procurement, and construction (EPC) fundamentals.
  • Prociency in using project management tools and software.
  • Knowledge of regulatory processes in relevant jurisdictions.
  • Ability to manage multiple projects simultaneously and handle competing challenges and timelines.
  • Prociency in contract management mechanisms and principles, including Change Directives, Contemplated Changes Notices, Change Order Request Notices, and Change Orders, as well as a thorough
  • Understanding of contractual implications resulting from project/execution changes (i.e. RFIs, DCNs, NCRs etc.).

Preferred Qualifications

  • Experience in the natural gas pipeline industry is preferred.
