STV is seeking a motivated and technically strong Traffic Engineer - Transportation and Tolling to support the planning, analysis, and implementation of tolling, congestion pricing, and managed lanes programs across the Western U.S. and nationally. This role is well suited for a mid-level professional who brings a strong understanding of toll policy and operations, combined with growing expertise in ITS, toll systems, and mobility technology integration.

The Traffic Engineer will work closely with planners, traffic engineers, ITS specialists, systems engineers, and policy advisors to support feasibility studies, operational planning, tolling operations, equity assessments, technology pilots, and implementation strategies for allelectronic tolling and pricing programs. The position offers opportunities to grow into task leadership roles and to contribute to highprofile initiatives such as express lanes, bridge tolling, and congestion pricing programs.

Key Responsibilities

Tolling and Managed Lane Operations

  • Support day-to-day tolling and managed lane operations for active express lanes, bridge tolling, and congestion pricing in coordination with client agencies, operators, and vendors.

  • Assist with management and oversight of tolling technology assets, including roadside equipment, back-office systems, and communications infrastructure.

  • Coordinate oversight and contract compliance for toll system and back-office service providers.

  • Assist agencies with operational readiness, transitioning to operations, and ongoing operations support for new, existing, or expanding toll facilities.

  • Support incident response, operational troubleshooting, and other coordination.

Pricing, Traffic Management, and Operational Policies

  • Support tolling, congestion pricing, and managed lanes studies, including feasibility analyses, alternatives evaluations, and operational assessments, with an emphasis on policy, operations, and technology.

  • Assist with development and evaluation of traffic management and pricing practices, including lane configurations, pricing frameworks, operational business rules, enforcement approaches, and customer experience considerations.

  • Support monitoring and adjustment of toll policies and system performance measures related to reliability, throughput, compliance, enforcement, customer experience, and equity outcomes.

  • Support equity and policy analyses related to tolling and pricing programs, including assessment of user impacts, mitigation strategies, and technologyenabled discounts or exemptions.

  • Prepare technical memoranda, reports, and presentation materials for agency staff, elected officials, and public stakeholders.

Data, Tools, and Analytics

  • Analyze traffic, toll transaction, and operational datasets to support planning, policy, and system design decisions.

  • Apply industrystandard tools such as Excel, GIS, Tableau/Power BI, and outputs from traffic or operations models to inform decisionmaking.

  • Support development of dashboards, summaries, and visualizations that communicate system performance and policy outcomes.

ITS, Technology, and Systems Integration

  • Coordinate with ITS and mobility technology specialists on toll system architecture, including roadside equipment, backoffice systems, communications, and data flows.

  • Support analyses related to allelectronic tolling technologies, interoperability standards, enforcement systems, and operational readiness.

  • Support integration of tolling systems with broader ITS, TSMO, and digital roadway initiatives.

  • Evaluate technology pilots and system enhancements related to tolling, enforcement, and/or customer experience.

Collaboration and Coordination

  • Work as part of multidisciplinary teams that include planners, traffic engineers, ITS specialists, systems engineers, and policy advisors.

  • Coordinate closely with senior staff and project managers to support task delivery, schedules, and quality control.

  • Participate in meetings with public agencies, toll authorities, and regional transportation partners.

Professional Growth and Practice Development

  • Support proposal development efforts, including technical narratives, data exhibits, and resumes.

  • Stay informed on evolving tolling, congestion pricing, ITS, and mobility technology practices nationwide.

  • Participate in professional organizations and industry forums such as IBTTA, TRB, ITS America, AASHTO, and related technologyfocused working groups.

Qualifications

Education

  • Bachelor's degree in Transportation Planning, Engineering, Public Policy, Systems Engineering, or a related field required.

  • Master's degree preferred.

Experience

  • 7-10 years of experience in transportation planning, tolling, managed lanes, ITS, or related analytical roles.

  • Demonstrated experience supporting tolling or pricing programs for publicsector clients (e.g., DOTs, toll authorities, MPOs).

  • Experience working on California or Western U.S. transportation projects is strongly preferred.

Skills and Competencies

  • Strong analytical, problemsolving, and organizational skills.

  • Familiarity with tolling and congestion pricing concepts, including system operations, pricing frameworks, enforcement, and performance metrics.

  • Working knowledge of ITS concepts, toll systems, and technologyenabled transportation solutions.

  • Proficiency with Microsoft Excel and PowerPoint; experience with GIS and data visualization tools is a plus.

  • Ability to communicate technical concepts clearly through writing, graphics, and presentations.

Preferred Qualifications

  • Experience supporting congestion pricing, express lanes, or allelectronic tolling programs with strong ITS components.

  • Familiarity with equityfocused transportation analysis and publicfacing implementation considerations.

  • Experience coordinating with multidisciplinary teams on large, complex transportation and mobility programs.

Compensation Range:

$98,010.59 - $130,680.78
