Summary
As the chief academic officer, the provost is a member of the senior leadership team, and reports to the president of the college. The provost will provide academic leadership, guidance, resources, and direction across both the teaching and learning and student success divisions of the college to ensure the creation and maintenance of an integrated student experience. The provost provides visionary leadership to promote and foster excellence across all academic divisions, admissions, enrollment management, and student success support teams. As a strategic leader, the provost guides the academic direction of the college as the chief advocate of the college's academic and student focused mission. The provost will develop the academic architecture of the college, promote excellence in teaching, and work to ensure student success from enrollment through graduation in alignment with HCC'S missions, goals, and values as articulated by the college president.
The provost leads and directs the planning and setting of academic values, policies, and practices across the college. The provost will provide executive level guidance across both teaching and learning and student success divisions of the college to create a campus culture that promotes student engagement, provides a safe and welcoming campus environment for a diverse student body, and ensures the quality of the educational experience. The provost serves as a leader in long-term planning of educational programs, assuring quality of instruction, and furthering the strategic plan, the academic plan, and the goals and objectives of the college. The provost provides vision and direction in planning, organizing, and leading academic programs and services to fulfill the college mission and achieve college goals and objectives in support of student learning both inside and outside of the classroom.
The provost as the chief academic and student success officer will exercises final approval authority across both teaching and learning and student success including the review and approval of all proposed actions to be presented to the President and/or the Board of Trustees, including but not limited to policies, procedures, reports, faculty contracts, purchasing transactions, personnel actions, and other matters having significance impact to the academic direction of the college.
Essential Role Responsibilities
* The provost has general oversight and responsibility for the planning, development, and evaluation of academic programs.

* Provides leadership in maintaining a student-centered philosophy and focus for academic initiatives with a clear focus on successful student outcomes including placement, retention, graduation, and transfer success.

* Provides oversight and direction in establishing college-wide measures of institutional effectiveness and monitors progress relative to specific annual and long-term goals.

* Approves and allocates subsequent disbursement of college resources relative to academic affairs in a manner consistent with the goals of the strategic plan as approved by the college President.

* Promotes the delivery and execution of academic programs in advancement of the college's mission to ensure alignment with the strategic plan of the college as articulated by the college president.

* Reviews, research, and revises academic policies, plans, and programs to meet the needs of students, faculty, and staff.

* Reviews, recommends, and approves all promotions, retentions, special hires, tenure decisions, and new appointments of faculty and academic staff, and guides academic divisions and departments in the establishment of promotional and tenure policies.

* Provides leadership and oversight for establishing an environment which promotes respect for students, faculty, and staff and recognizes initiative and excellence.

* Provides leadership in consideration of the American with Disability act to ensure all student have equal access to learning materials.

* Provides executive leadership for the student success division for the recruitment and retention of students, while actively promoting a student recruitment culture which actively promotes retention.

* Provides executive leadership through direct reports to ensure all students have equal access to services as articulated by both college policy and the Americans with Disabilities Act.
* Develops and manages annual office budgets.

* Develops and directs a culture of an effective experiential learning atmosphere to promote retention and provide support services for an increasingly diverse student population and community.

* Oversees and guides a culture of academic integrity, ethical behavior, data analysis, and the promotion of best practices.

* Promotes an environment supportive of the College's mission and vision of student-centered services and teaching excellence.

* Provides leadership and management oversight to all college academic faculty, staff, and administrators.

* Maintains professional growth and development through seminars, workshops, and professional affiliation to keep abreast of the latest developments in higher education.

* Participate as a member of the College's senior leadership team that works together to integrate educational, fiscal, technological, facilities and personnel planning to ensure achievement of the College's vision and mission.

* Function as a strategic advisor to senior leadership peers of each functional area of the College regarding key academic inquiries and concerns.

* Serves as the chief academic and student success spokesperson for the college to peer institutions and represents the college in external matters in support of the institution's missions and values.

* Develop and propose to the senior leadership team a budget for all areas under the supervision of the office of the provost and effectively manage the expenditures of those budgets within allocated limits.

* Maintain productive partnerships with state agencies, educational institutions, and professional organizations to enhance college compliance in advancement of the college's strategic objectives.

* Performs other duties as assigned by the college president.
Minimum Education Required Doctorate
Experience Required 10 +
Preferred Experience

  • Doctoral Degree
  • A record of successful full-time college teaching experience, prefer community college experience
  • Five years of progressive administrative experience
  • Supervisory, budget, and administrative experience at the division dean level or above
  • Strong commitment to innovative learning and teaching, including online learning
  • Full understanding of instructional technologies
  • Experience with alternative instructional delivery methods
  • Five years of full-time experience in the professional area in higher education.
  • Supervisory, budget, and administrative experience at the vice president level or above.
  • Experience supervising multiple departments is required.
  • Strong knowledge of federal, state, and local laws and regulations pertinent to higher education required
  • Must have supervised personnel and administered programs directly related to professional areas for at least five years.
  • Strong commitment to higher education, innovation, and flexibility for students.
  • Full understanding of vendor relationships and contract administration.
  • Experience with higher education.
  • Ability to represent the college in community and professional off-campus settings
  • Evidence of executive leadership resulting in attainment of strategic goals and strategies for student success.
  • Expertise in the development and implementation of processes and plans for institutional effectiveness
  • Demonstrated competence and experience in integrating student development with instruction programs and services.
  • Understanding of executive level governance and administrative best practices utilized in publicly supported higher education institutions
  • Demonstrated value for enhancing diversity, equity, and inclusion in the student experience while creating an environment of belonging for all faculty, staff, and students.
  • Demonstrated experience in promoting an environment conducive to multi-cultural learning experiences with a culturally diverse student body, faculty, and staff.
  • Demonstrated experience in being a visionary change agent in developing, implementing, and evaluating innovative programs or services. Proven ability to think outside of the box.
  • Demonstrated experience in providing coaching and development to administrator level staff and faculty in pursuit of professional growth opportunities.
  • Ability to communicate effectively, both verbally and non-verbally.
  • Ability to maintain strict confidentiality.
  • Regular attendance is required.
  • Performs all duties while considering the impact of any action on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.


LEADERSHIP RESPONSIBILITIES
  • Provide supervision of all positions within the office of the provost to include teaching and learning and student success relative to hiring, evaluation, and assignment of merit.
OTHER REQUIREMENTS

  • Ability to maintain strict confidentiality.
  • Regular attendance is a requirement for this job to include service on external committees and attendance at events.
  • Excellent oral, written, and interpersonal communication skills.
  • Local and national travel may be required.
  • Performs all duties while considering the impact of any action on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

Physical Demand Summary
Frequent extended hours; fast paced, busy, deadline driven, with continual interruptions requiring concurrent management of numerous assignments and responsibilities. Frequent high stress conditions. Occasional travel, sometimes distant. Regular attendance and availability is a requirement. Willingness to work remotely when necessary. May serve in the absence of the president.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
