Requisition Id15798 Overview: The Laboratory Protection Division (LPD) at the Oak Ridge National Laboratory (ORNL) is seeking a qualified Physical Security Lead to work as part of a cross-functional team responsible for managing the security specialists within the team and for ensuring security interests are protected in accordance with applicable contract-mandated security requirements. This position resides in the Physical Security Team in the Security Programs Group, Laboratory Protection Division, Facilities and Operations Directorate, atOak Ridge National Laboratory(ORNL). Major Duties/Responsibilities:
- Oversee team operations by addressing personnel matters, evaluating performance, and providing training, coaching, development, recognition, and disciplinary action as needed.
- Responsible for the development of security plans for facilities at ORNL ensuring required protection measures are in place to protect special nuclear material, classified matter, radiological materials, chemicals, biological agents, select agents and toxins, government property, and personnel from malevolent acts.
- Working knowledge of current versions DOE Order 473.1A,Physical Protection Program, DOE Order 470.4C,Safeguards and Security Planning,or the archived DOE Order 470.4B,Safeguards and Security Program.
- Have in-depth knowledge of security programs, physical security systems, practices, and program planning requirements.
- Assist with conducting Safeguards and Security (S&S) programmatic self-assessments, data calls for audits, corrective action plans, and resolution of findings.
- Understand the graded protection approach and security risk assessment process and the ability to practically evaluate protection measures.
- Assist with performing remediation and mitigation planning to develop options to reduce mission risks and vulnerabilities.
- Assist with ensuring high value/sensitive property (precious metals, controlled substances, etc.) are protected under required procedures.
- Assist with the authorization, review, and approval process regarding prohibited and controlled articles onto ORNL site and designated security areas.
- Assist with the development and implementation of special security plans in support of VIP visits and other special projects; perform special assignments as determined by management.
- Provide support for development/revision of Standards-Based Management System subject areas, internal procedures, and the ORNL Site Security Plan.
- Ability to open/close and operate a security area and be responsible as a file point custodian.
- Facilitate communications within the S&S Group, Laboratory Protection Division, Laboratory organizations, and other Prime Contractors.
- Develop and deliver S&S presentations as directed.
- Requires ability for 24/7 emergency response when needed.

Basic Qualifications:
- A BSdegree in Homeland Security, Security Management, Security Risk Management or another related field.
- A minimum of 8 years of relevant experience in security risk management or safeguards and security related field. An equivalent combination of education and experience may be considered.
Preferred Qualifications:
- An MSdegree in Homeland Security, Security Management, Security Risk Management or another related field.
- Working knowledge of DOE Order 470.3C,Design Basis Threat .
- Exhibit excellent written and verbal communication skills.
- Relevant experience in areas of program planning; information security; personnel security; physical security; security operations; protective force operations; security systems; and nuclear materials control and accountability is also preferred.
- Strong analytical skills; customer service experience; and the ability to interpret, communicate, and implement complex instructions.
- Active DOE security clearance.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:
- Q or L Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
