MAA is currently accepting applications for the position of Budget Manager (Fiscal Administrator III) within the Office of Finance at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).

Responsibilities include but are not limited to the following:

  • Managing and overseeing the preparation of baseline budget requests for Maryland Aviation Administration (MAA) and respective offices.
  • Designing, formulating, coordinating, and preparing the budget procedures and guidelines for Maryland Aviation Administration (MAA's) operating and Capital programs to meet Maryland Department of Transportation (MDOT) and Department of Budget Management (DBM) guidelines.
  • Maintaining Ledger of Maryland Aviation Administration (MAA) budget personnel by section, contractual employees, and monitoring temporary agency requests to ensure sufficient funding availability and forecast salaries.
  • Reviewing and reconciling contract manager worksheets to Financial Management Information System (FMIS) MSTARS, and WebFocus reports and ensures accuracy of cost center accounting.
  • Interpreting and implementing Maryland Department of Transportation (MDOT), Department of Budget Management (DBM), and Maryland Aviation Administration (MAA) Directives, rules, and regulations pertaining to budgetary matters.
  • Preparing expenditure analysis of current year costs by Division by Budget Office to determine if adjustments by executive management will be necessary to remain within the appropriation.
  • Developing annual report for distribution to Legislative Budget Committees providing information on MAA's Budget Request, prior year performance, statistical data, and planned activities.

This position is located at the BWI Marshall Airport in Anne Arundel County, MD.

Preferred Qualifications:

Education: Possession of a bachelor's degree in accounting, auditing, public, or business administration, finance, economics or a related field from an accredited college or university.

Experience: Six years of experience in professional accounting, auditing, budgeting, fiscal or financial management. *3 years of this experiences must include developing operating and/or capital budgets, budget forecasting and performing complex financial analysis such as expenditure analysis.

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skills or abilities).

The ideal candidate will have:

  • Experience presenting financial budgets and analysis results to a variety of stakeholder audiences
  • Proficiency with Microsoft Excel
  • Ability to translate complex financial data into clear insights and recommendations
  • Ability of assess financial risks and identify opportunities for efficiency
  • Excellent written and verbal communication skills

Notes:

1. Applicants may substitute a bachelor's degree from an accredited college or university with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience

3. Applicants may substitute possession of a master's degree in one of the above specified fields or concentrations for one year of the required experience.

4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.


Licenses & Certifications

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
