Job Description:

The Resilient Missile Warning/Missile Tracking (Resilient MWT) Medium Earth Orbit (MEO) program delivers a phased, capabilitybased approach to meeting the operational objectives defined in the Missile Warning (MW) and Missile Defense (MD) Overhead Persistent Infrared (OPIR) Capability Development Document (CDD).

We are seeking an experienced Configuration Manager (CM) to support the management of required contract deliverables and ensure compliance with Customer requirements. As the CM you will work with the Quality Assurance team to deliver quality products on time. You will develop plans to implement Organizational Change Management (OCM) throughout the program team to achieve program, corporate, and Customer objectives. You will coordinate with all facets of program to ensure completion of the deliverables and meet compliance standards set by the Customers. I

Responsibilities:

    Lead the design of communication and engagement plans tailored to diverse and geographically separated audiences.
  • Partner with the program manager, the PMO, engineers, and leadership to embed OCM practices into program lifecycles.
  • Develop training plans, job aids, and workforce transition strategies to support adoption
  • Support on-boarding processes to include establishing accounts and accesses for individual employees
  • Assist with implementing processes throughout the program and ensure adoption
  • Assist with special projects to implement change as needed
  • Develop and maintain metrics for successful ADRL deliveries, and identify lessons learned to reduce errors in future deliveries.
  • Identify processes to streamline delivery processes for ADRLS.
  • Assist the Quality Assurance Lead and Risk Manager outline processes to create quality deliverables and identify mitigation techniques for identified risks related to deliverables

Qualifications

QUALIFICATIONS:

  • Minimum of 8 years' experience with BS/BA degree, or 6 years' experience with an MS/MA degree, or 3 years' experience with a PhD.
  • Previous experience as a Task Lead/Configuration Management Manager or similar role supporting a DoD customer at the CCMD level
  • ITIL v4 Foundation Certification
  • A current, active DoD security clearance at the TS/SCI level
  • Experience in organizational change management.
  • Proven expertise in change management frameworks (e.g., Prosci ADKAR, Kotter, or equivalent).
  • Strong documentation and reporting skills to produce audit-ready OCM deliverables.

PREFERRED:

  • DoD-approved IA baseline certification for ADP-III/IT-III based on the IAT level and CE/Operating System (OS) certificate within six months of the assignment.
  • Professional certifications such as Prosci Change Management, CCMP (Certified Change Management Professional), or PMP.
  • Familiarity with Agile Framework
  • Atlassian tools: Jira and Confluence
  • Resilient MWT experience
  • Experience with Space or ground network operations
  • Background in developing enterprise communications campaigns for large organizations.
  • Strong background in stakeholder engagement, communications, and workforce readiness.
  • Experience mentoring or leading federal OCM practice areas.

Target Salary Range

$80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
