The Leidos Digital Modernization Sector is seeking a highly experienced Database Operations Lead to work on a key program supporting the U.S. Department of State. This individual will lead an operational team to support Consular Affairs' IT efforts through the design, development, deployment, and maintenance of databases to enable consular professionals to effectively and efficiently adjudicate visa and passport applications. This role serves as the primary interface for database operations working in coordination with Program Management Office and the government, overseeing all aspects of scope status.

The Database Operations Lead will be responsible for the overall execution and success of Database Operations as well as providing leadership, strategic direction, and day-to-day oversight for all team personnel. This includes ensuring technical excellence, operational efficiency, and ensuring Service Level Agreement metrics are exceeded.

The ideal candidate will be proactive, responsive, and collaborative, with the ability to build and lead high-performing teams, maintain strong customer relationships, and identify opportunities for continuous improvement.

Key Responsibilities:

  • Serve as the Database Operations Lead for DREAM, acting as the primary functional lead for database operations and Tier III database support across the program.

  • Lead, manage, and develop all contractor personnel assigned to database operations, ensuring appropriate staffing, technical oversight, and operational continuity.

  • Direct engineering, maintenance, and operational support of the Consular Consolidated Database (CCD) and related database platforms across production and non-production environments.

  • Oversee database production support across multiple CST systems and interfaces, including inter-database communications and integrations with systems such as CLASS, facial recognition, and other mission systems.

  • Lead enterprise database replication operations, including setup, scripting, procedure management, transition support, and resolution of replication errors and conflicts using approved CST tools.

  • Manage engineered database systems and infrastructure, including Exadata primary and standby environments, preventive maintenance, deployment, and interconnectivity.

  • Perform enterprise-level database planning, capacity planning, utilization analysis, and performance measurement to sustain mission availability and future growth.

  • Implement and oversee database monitoring, alerting, and reporting, and ensure timely Tier III response to operational alerts and outages.

  • Lead complex troubleshooting, incident response, and root-cause problem management for database and database-application issues escalated beyond Tier II support.

  • Optimize database performance, tuning, and operational efficiency to meet mission-critical uptime, responsiveness, and adjudication support requirements.

  • Support continuity of operations, recoverability, and disaster recovery planning/testing for CST databases and related services.

  • Maintain and improve operational documentation, SOPs, knowledgebase content, database statistics, and trend analysis to improve service quality and reduce recurring incidents.

  • Coordinate closely with government stakeholders and other Tier II/Tier III contractor teams, providing regular status, risk, milestone, and performance updates.

  • Ensure database operations are executed in accordance with approved processes, performance standards, and the broader security/compliance framework that governs the DREAM environment.

Required Qualifications:

  • Active Secret security clearance.

  • Bachelor's degree in information technology, computer science, engineering, or a related field. Equivalent additional relevant experience may be considered.

  • Minimum 10 years of experience leading programs of similar scope and complexity involving multiple simultaneous projects.

  • Minimum 10 years of hands-on technical experience in at least three or more of the following areas: Oracle, SQL Server, .NET, Java, engineered systems, cloud technologies, data integration, automated testing and deployments, and DevSecOps.

  • Minimum 6 years of experience supervising technical teams of four or more personnel, including responsibility for managing staffing levels for the functional area.

  • Experience supporting the Consular Consolidated Database (CCD) or similarly large, high-availability, mission-essential database environments supporting global operations.

  • Demonstrated experience supporting Tier III database operations.

  • Demonstrated experience with enterprise database operations in Oracle and SQL environments, including support for legacy and modernized platforms.

Desired Qualifications:

  • Additional certifications in risk management, scheduling, Agile management, EVM, or ITIL.

  • Industry-recognized technical or business certifications, such as Oracle Certified Master, Oracle Certified Professional, or IBM Certified Solution Developer.

  • Experience with database replication technologies and procedures, including Oracle GoldenGate (OGG).

  • Experience managing engineered systems, including Exadata, and supporting primary/standby database environments, interconnectivity, preventive maintenance, and deployment activities.

  • Experience with capacity planning, historical utilization analysis, performance metrics, monitoring, and database statistics/reporting for enterprise environments.

  • Experience with 24x7 operational support, on-call escalation, and response to critical and high-priority incidents in a Tier III support model.

  • Experience supporting security compliance for database environments, including ATO support, vulnerability remediation, POA&M resolution, least-privilege reviews, and security documentation such as SSP, ISCP, ISA, and PIA.

  • Experience supporting continuity of operations (COOP) and disaster recovery planning/testing for enterprise database platforms.

  • Strong experience producing status reporting, technical documentation, SOPs, knowledge articles, and risk/issue reporting, and coordinating effectively across government and contractor teams.

  • Experience operating in environments that use SAFe Agile / SDLC-aligned delivery and reporting disciplines.
