Overview

QuarterLine (QL), a Planned Systems International (PSI) company, is seeking a dedicated Phlebotomist to support Tripler Army Medical Center and mobile drives hosted throughout Oahu, Hawaii.

    Duty Location: Tripler Army Medical Center, HI and surrounding area. No Telework allowed.
  • Duty Hours: Consist between eight (8) to twelve (12) workday hours between
    0600 and 1800 not exceeding a total of forty (40) hours work week from Sunday through Saturday.


Essential Functions and Job Responsibilities

  • Performs donor registration and personal interviews to obtain medical histories and visual inspections of blood donors, ensuring donors meet all Food and Drug Administration criteria, current Good Manufacturing Practices, AABB (American Association of Blood Banks), and the Armed Services Blood Program.
  • Documents all medication, medical conditions, and travel to determine eligibility of potential donors based on judgment and in accordance with Standard Operating Procedures and regulatory guidelines.
  • Screens subjects (volunteer blood donors, autologous, and therapeutic patients) donating blood and exercises care to ensure that their blood is safe for use prior to donation. Takes vital signs (i.e. temperature, pulse, and blood pressure), and checks hemoglobin and/or hematocrit level ensuring that prospective donors are eligible to donate blood with no more than one collection of blood on unacceptable donors per month.
  • Draws blood samples on adults; reviews collection kit to ensure all required information is present; determines types of specimens to be collected and if proper patient preparation has been accomplished; selects appropriate venipuncture site and cleans to ensure contamination-free field, taking into account any adverse reaction to cleaning solutions if indicated by Soldier/civilian or medical personnel.
  • Performs apheresis procedures by processing human volunteer apheresis donors to include taking donor history, temperature, pulse, blood pressure, and hemoglobin. Conducts second overall assessment of donors.
  • Performs allogeneic, autologous whole blood collection, and therapeutic phlebotomy procedures with 95% or greater rate of success and schedules whole blood, plasmapheresis, and plateletpheresis procedures.
  • Monitors donor during donation process and observes for possible donor adverse reaction (i.e. light headache, passing out, convulsing, etc.) and responds to donor reactions appropriately. HCW must be prepared to administer first aid, to include CPR, to ensure the donor is taken care of and/or calls for medical help as needed.
  • Operates and performs daily preventive maintenance, repair and quality control on blood bank equipment such as, but not limited to, centrifuges, hemoglobin instruments, blood mixer scales, hematology analyzer, and segging machine, etc.
  • Strips segments, weighs, and stores whole blood units with less than two instances of unit loss due to error in a calendar year. Records information such as start and stop times of blood draws.
  • Process whole blood units into components. Strips, segments, weighs, and stores whole blood units. Records information, such as the time of started and 11 of 16

Manufactures packed red blood cells, platelets, fresh frozen plasma and recovered plasma in accordance with SOP. Always maintain cleanliness and orderliness of the section. Cleans and wipes equipment, monitors supplies and pulls outdated stock. Assembles equipment verifies correct instrument operation and reports defects.
  • Responsible for preparation of whole blood collection kits and mobile drive collections to include mobile drive prep, set-up and teardown.
  • Operates various computers and computer systems to include the blood bank computer system to enter or recall data of donor registration and history, blood and component preparation, maintain test result tables, label, and inventory control.
  • Prepare collected samples for shipment and submission for infectious disease testing.


Minimum Requirements

  • Degree/Education: High School equivalent and completion of an accredited donor phlebotomy program. Equivalency Determination Request: The Contractor may request a equivalency determination as a substitute for education requirements on this labor

  • Legal Authorization to Work in the United States: The contract worker

    * Certifications (in addition to Basic Life Support identified in paragraph
    1.5.45.6.): Certification/registration as determined by the American Society for
    Clinical Pathology (ASCP) or AMT.



Additional Information

  • Occupational Health: The contract worker shall be required to obtain documentation of required physical testing or a report of a physical examination.
  • Tuberculosis Screening: The Contractor ensure contract workers shall be screened for tuberculosis (TB). In addition, contract worker will be screened prior to reporting for services at the place of performance for the following: N/A
  • Health Requirements. The Contractor shall provide documentation certifying health requirements such as immunizations, annual vaccinations, and physical examination when required at the time of initial placement.
  • Physical Qualifications: Must be able to lift 50 lbs., which is the equivalent weight of one full human blood box.
  • Be able to stand for prolonged periods of time.
