I. DESCRIPTION OF SERVICES
The Company requires the services of 1 Telecommunications Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of Telecommunications Manager 2, Networking/Telecommunications and the specifications outlined in this document.

All work products resulting from the project shall be considered "works made for hire" and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by law.

  • Provide leadership and oversight of Network Services operations, including WAN, LAN, wireless, SD-WAN, and network security platforms
  • Oversee daily operational activities, including incident management, problem resolution, and service availability
  • Serve as escalation point for high-priority network and infrastructure issues
  • Coordinate and prioritize workload across Network Services teams, including infrastructure and security-focused functions
  • Support ongoing and planned initiatives, including:
    • SD-WAN implementation and optimization
    • Network monitoring and observability tools (e.g., ThousandEyes, AppDynamics)
    • Security integrations (e.g., Secure Workload, NGFW, identity services)
  • Provide vendor coordination and oversight for network-related services and contracts
  • Ensure compliance with Agency security standards, policies, and regulatory requirements
  • Participate in change management processes and ensure proper documentation and approvals
  • Collaborate with Infrastructure Engineering, Data Center, Telecom, and Security teams to support cross-functional initiatives
  • Provide status reporting, risk identification, and mitigation planning to leadership
  • Maintain documentation of network architecture, processes, and operational procedures
  • Support knowledge transfer and continuity planning for the return of the permanent Network Services Manager

II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

  • 7 Required Minimum of seven (7) years' experience performing supervisory/management work including providing clear direction to subordinates; promoting teamwork and motivating others to accomplish goals.
  • 7 Preferred Minimum of seven (7) years' of experience with administration, maintenance, and design of Cisco VoIP solutions is required.
  • 5 Preferred Minimum of five (5) years' experience managing a networking team in a highly complex environment.
  • 5 Preferred Experienced with implementation and support of 24x7x365 network, voice, and video environment.
