Could you be the full-time onsite Bid Cost Manager in Pittsburgh, PA, US we're looking for?

Role Overview:

Responsible for leading cost estimation and pricing activities during the pre-tendering and tender phases to ensure competitive, accurate, and robust bid submissions. This role collaborates closely with Bid Management, finance tender control, and technical teams to optimize costs and align with strategic pricing objectives.

Key Responsibilities:

Pre-Tendering Phase:




    • Prepare quick costing estimates.
    • Conduct internal cost benchmarking and market price analysis using product cost databases and lessons learned from recent projects.



Tender Preparation:




    • Support the Bid Manager in preparing the Instruction for Quotation in line with pricing strategies from Central HQ Sales.
    • Define cost structure based on internal Work Breakdown Structure (WBS) and map it to pricing documents outlined in the Request for Proposal (RFP).
    • Set target costs per activity or subsystem in coordination with Bid Sub-System Managers, ensuring alignment with winning price targets and gap analysis versus Reference Solution.



Cost Estimation & Optimization:




    • Lead cost estimation activities using a target cost approach across all participating units and metiers.
    • Drive cost improvement actions to achieve tender cost/target price, leveraging competitiveness levers and challenging contributors.
    • Collaborate with Finance Tender Manager to optimize financial costs (bonds, financing, hedging, insurance, taxes) and enhance bid competitiveness.



Bid Tracking & Validation:




    • Work with Bid Manager and Bid Team to monitor bid actuals against budget and mitigate overspend.
    • Consolidate tender cost commitments and selling price in compliance with financial rules and tools.
    • Ensure robustness of costing by validating consistency between scope, received cost inputs, and planning.



Tender Review & Negotiation:




    • Prepare costing packages for Tender Review Meetings (cost analysis, bridges, standard reports, cash curves).
    • Support preparation of customer pricing sheets.
    • Update cost commitments for changes during customer negotiations.



Handover & Reporting:




    • Transfer tender costing data and assumptions to Project Execution teams.
    • Develop and manage Tender KPI dashboards for monthly reporting to management.




Skills & Qualifications:





    • Strong analytical and financial acumen.
    • Expertise in cost estimation, benchmarking, and market analysis.
    • Proficiency in tendering processes and pricing strategies.
    • Excellent collaboration and communication skills.
    • Ability to lead cross-functional teams under tight deadlines.
