THE POSITION

The Pennsylvania Public School Employees' Retirement System (PSERS) is searching to fill a Project Manager 3 position that will serve as the Director of Strategic Project Management. PSERS (
www.psers.pa.gov), is an agency in the Commonwealth of Pennsylvania that administers the pension plan for Pennsylvania's public school employees. PSERS is located in Harrisburg, PA, a mid-size city situated along the Susquehanna River. The Harrisburg area is affordable and near many attractions including Hershey, and it is only two hours from major cities like Philadelphia, Baltimore, and Washington D.C.


DESCRIPTION OF WORK

The Strategic Project Management Office (SPMO) reports directly to the Deputy Executive Director of Administration. As the Director of SPMO, you will support agency leadership by both overseeing and leading the largest-scale strategic projects, leading a team tasked with managing concurrent complex information technology and high-priority strategic projects, as well as developing and facilitating comprehensive methodology for the agency's project management life cycle. This position is responsible to plan and execute strategic agency-wide projects, track and monitor the agency's project portfolio, lead the analysis of projects in the portfolio for anticipate issues and recommend solutions, ensure consistent approach for project delivery, coordinate with PSERS' Information Technology and Information Security Offices to ensure IT change management is thoughtfully and deliberately included in this governance construct, and serve as the primary governance liaison to senior leaders and the executive staff on matters related to initiatives and projects in the portfolio.

A successful candidate for this role will be knowledgeable of the Software Development Life Cycle methodology used in information technology projects; will be able to effectively communicate both written and verbally with stakeholders, executive leadership, and project sponsors; and will be able to coordinate multiple projects across the agency while prioritizing.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Hours may be flexible and can be discussed during the interview process.
  • Telework: You may have the opportunity to work from home (telework) part-time. This position will be required to report to the office 1 day a week, and any additional days depending on operational needs. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of experience in leading IT projects and a bachelor's degree; or
  • An equivalent combination of experience and training that includes six years of experience in leading IT projects.
