The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities:

Product Manager I (Scrum Master) - serves as an individual contributor within a team; upon the direction and guidance of leadership, you will be responsible for supporting the goal of meeting scope, schedule and delivery requirements. Primary expectations of a Product Manager I (Scrum Master) include:



  • Facilitate Agile ceremonies, including daily stand-ups, sprint planning, backlog refinement, sprint reviews, retrospectives, and Program Increment planning activities.
  • Serve as a servant leader and coach for Agile teams, helping remove impediments, promote collaboration, and encourage continuous improvement
  • Partner with Product Owners, Product Managers, Release Train Engineers, and stakeholders to ensure team priorities are clearly understood and aligned to program objectives
  • Help teams plan, track, and deliver committed work within each iteration and Program Increment
  • Identify risks, dependencies, blockers, and delivery challenges, escalating as appropriate to ensure timely resolution
  • Foster a culture of accountability, transparency, collaboration, and continuous learning within the team
  • Assist teams in managing work through Agile lifecycle tools such as Jira and Confluence
  • Develops effective user stories and related artifacts (e.g. business analysis, process flows, diagrams)
  • Enables cross-functional workflows and the iterative delivery of features and products
  • Responsible for collecting quantitative product data
  • Supports stakeholders by gathering product requirements and aligning requirements to business goals
  • Help teams balance delivery commitments with sustainable pace, technical excellence, and quality standards


Basic Qualifications:



  • Bachelor's degree and 8 years of experience
  • Experience with JIRA and Confluence
  • Experience running Agile Ceremonies.


Preferred Qualifications:




  • Experience with FHIR (Fast Healthcare Interoperability Resources) terminology and general understanding.

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
