The Maryland Department of Transportation's Maryland Motor Vehicle Administration (MDOT MVA) Office of Procurement is currently seeking someone to serve as a Contract Compliance Associate (Administrative Officer II) in Anne Arundel County.
The Contract Compliance Associate (Administrative Officer II) is an entry-level position responsible for monitoring, evaluating, and completing program reviews of contractors' and subcontractors' performance against contract terms, nondiscrimination laws, and the Minority Business Enterprise/Disadvantaged Business Enterprise Programs (MBE/DBE). This position works with specific guidance from the Socioeconomic Manager and is responsible for reviewing, assessing, auditing, and monitoring contracts for compliance with federal, state, and local laws and regulations, including the MBE/DBE, Small Business Reserve/Enterprise (SBR/SBE), as well as the Veteran-Owned Small Business Enterprise program (VSBE).

Duties include learning to conduct investigations into fraud allegations and other MBE/DBE abuse, learning to interview business owners, learning to prepare reports, learning to validate payments, learning to conduct on-site audits, learning to prepare supporting documentation to support initial individual contract goals for the PRG process, analyzing financial and legal documentation, learning to mediate and facilitate disputes and taking necessary steps to learning to correct deficiencies found during an on-site audit. This position learns to assist with all socioeconomic programs, including, but not limited to, MBE/DBE/VSBE and SBR/SBE. The person will be required to become familiar with the compliance requirements of other civil rights programs.

Some of the essential duties of the Contract Compliance Associate include, but are not limited to:

*Learning to ensure that contracts are in compliance with all socioeconomic programs, including, but not limited to MBE/DBE/VSBE and SBR/SBE.

*Learning to ensure payments are being made to MBE/DBE/VSBE/SBR/SBEs for work completed on a contract and learn how to resolve any prompt payment issues by collecting, analyzing, and validating payment information. Learn how to enter payment information into the iFMIS system and how to track it.

*Learning to track MBE/DBE/VSBE participation through the life of the contracts. Following up on outstanding compliance submittals, process cures, etc.

*Learning to assist in the preparation of all required socioeconomic reports.

*Learning to participate in pre-bid meetings, departmental meetings, and contract kick-off meetings to explain MBE/DBE/VSBE compliance procedures.

*Learning to represent the MVA at MBE/SBR/VSBE seminars, trade shows, MDOT, and State liaison meetings.

*Learning to present at outreach trainings to businesses and MBE/DBE/VSBE/SBR communities on compliance concerns and new guidelines and procedures.

*Learning to conduct on-site audits and/or administrative audits to ensure compliance with contract terms, Federal and State laws and regulations, and the MBE/DBE/VSBE programs.

*Learning to perform other related contract compliance duties as assigned.

The current vacancy is at MDOT MVA, Office of Procurement, in Glen Burnie, MD. (Anne Arundel County).

Qualifications

Education: A Bachelor's degree from an accredited college or university.

Experience: One (1) year of experience in contract management or procurement involving duties such as soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and conditions.

Notes:

1. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

2. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.
