THE POSITION

The Bureau of Management Services is searching for a Procurement Specialist 2 interested in using their technical skills to provide essential program support across the agency. DESCRIPTION OF WORK

In this role, you will be supporting the Department of Education by managing complex procurement tasks and helping staff follow state and federal purchasing rules. Work involves reviewing contracts, guiding program offices, and improving procurement procedures. As a Procurement Specialist 2, you will perform the following duties:

  • Procurement Oversight: Review, process, and approve complex purchasing documents to ensure compliance with laws and policies
  • Policy Guidance: Interpret procurement rules and provide direction to staff preparing contracts and related documents
  • Document Review: Examine RFPs, IFBs, agreements, and amendments to verify accuracy and proper procedures
  • Process Improvement: Analyze purchasing procedures and recommend updates to improve efficiency and effectiveness
  • Contract Coordination: Support program staff in developing specifications, evaluating proposals, and selecting appropriate procurement methods
  • Technical Assistance: Provide expertise in SAP and SRM systems and help resolve issues related to contract processing

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office on Thursday each week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
  • An equivalent combination of experience and training.
