A.I.S., Inc. (AIS) is a national scientific services firm supporting maritime activities requiring certification of compliance with environmental regulations as well as collecting data for use by Federal, State, Municipal, and other government agencies along the US coastline. AIS is looking for a Fisheries Biologist II (Electronic Reporting Support) to support NOAA SEFSC Fisheries Statistics Division (FSD).

Primary Function:

The Fisheries Biologist II (Electronic Reporting Support) supports the distribution, receipt, quality control, and finalization of commercial fishermen's logbooks for Highly Migratory Species and Coastal Fisheries, while also leading implementation and testing of the SEFSC Fisheries Electronic Reporting System (FERS). The position performs data analysis using SQL and statistical software, supports training and outreach, and presents FERS-related information at management and scientific meetings.

Duties and Responsibilities



  • Annually and on an ongoing basis distribute logbooks via U.S. mail to existing and new permit holders, ensuring correct logbook type.
  • Pick up incoming mail from the post office on scheduled days; process logbooks (stamp, organize, code, assign schedule numbers, check compliance, prepare for scanning).
  • Validate post-scanning data; correct errors via contact with permit holders by phone or mail.
  • Monitor permit holder phone line each business day; respond to inquiries within 4 business days.
  • Generate PINs and send FERS registration instructions to requesting permit holders via U.S. mail weekly.
  • Test new versions of the eTrips application within 14 calendar days of version release.
  • Query and analyze logbook data using SQL, SAS, or R to develop and improve QA/QC and validation processes for electronic reporting.
  • Extract and summarize data from electronic reporting for comparison to standard reporting; produce reports as required within 7 calendar days of request.
  • Participate in public outreach events and assist government staff with electronic logbook training sessions for new hires.
  • Present FERS information at Fishery Management Council meetings, ACCSP/GFIN working group meetings, HMS Advisory Panel meetings, and electronic reporting conferences and symposia.
  • Submit all presentations for approval 5 days prior to any meeting or conference.



Compensation

Candidates will be paid an hourly rate to be negotiated, and total compensation will vary depending on candidates' depth of experience. This is a full-time position. AIS benefits package includes health and dental insurance, vacation, sick and holiday benefits.

Minimum Qualifications



  • BS Degree plus three (3) years of relevant experience.
  • Computer literate and experienced with common word processing, database, and statistical programs.
  • Knowledge of basic concepts, principles, and methodologies of fish or related biological fields sufficient to independently perform scientific tasks using standard methods.
  • Experience with SQL and statistical programs such as SAS or R.



Preferred Qualifications



  • MS Degree in Marine Science or a related field
  • Experience collecting catch and effort information from commercial fishers.



Travel:



  • Travel required to attend Fishery Management Council meetings, ACCSP/GFIN working group meetings, HMS Advisory Panel meetings, and electronic reporting conferences
