The Executive Administrator, Value Based Service Organization (VBSO) Administration and Transformation provides executive leadership for the strategic planning, operational oversight, and transformation initiatives that advance value-based care across the organization. Reporting to the Chief Contracting, Managed Care, and Payor Relations Officer, this role partners closely with the VBSO Chief Medical Officer and executive leadership across the health system, affiliated health plans, the Keck School of Medicine, and the University to ensure organizational alignment, operational excellence, and strategic growth. This non-clinical executive is responsible for the administrative and operational leadership of the VBSO, including oversight of business operations, care management support functions, budgeting, resource management, reporting, process improvement, and regulatory compliance. The position ensures the effective support of multidisciplinary teams in delivering high-quality care management services while optimizing operational performance and resource utilization. The Executive Administrator collaborates with internal and external stakeholders to develop and execute business strategies supporting value-based payment models, population health initiatives, employer-sponsored programs, government programs, and Accountable Care Organization (ACO) partnerships. This role promotes organizational transformation, strengthens strategic partnerships, and supports the continued expansion and success of value-based care initiatives across the enterprise. Essential Duties
- Collaborate with executive leadership to establish, implement, and advance the strategic direction and long-term priorities of the Value Based Service Organization (VBSO).
- Lead the development and execution of initiatives that support value-based care, population health, care coordination, disease management, and organizational transformation.
- Partner with the Chief Medical Officer to provide administrative and operational leadership for the VBSO, ensuring alignment between clinical and business operations.
- Build and maintain collaborative relationships with physicians, health system leadership, the Keck School of Medicine, University leadership, affiliated health plans, and external partners to achieve strategic objectives.
- Oversee the day-to-day administrative operations of the VBSO, including budgeting, resource allocation, reporting, regulatory compliance, and operational process improvement.
- Develop, implement, and continuously improve administrative policies, procedures, and operational best practices that enhance organizational effectiveness and maximize team performance.
- Provide strategic oversight for the development and maintenance of operational reports, dashboards, analytics, and performance metrics to support informed decision-making and continuous improvement.
- Support the development and refinement of benefit design, provider network strategies, and value-based payment models that promote appropriate utilization, quality outcomes, and financial performance.
- Lead initiatives supporting employer populations, government programs, Accountable Care Organizations (ACOs), and other value-based arrangements to improve quality, cost, and member experience.
- Strengthen collaboration with affiliated health plans and key stakeholders to align care models, performance objectives, and operational priorities.
- Oversee multidisciplinary operational teams supporting ambulatory care management and value-based programs, fostering accountability, collaboration, innovation, and high performance.
- Represent the organization in strategic planning, partnership development, and executive-level initiatives that advance enterprise goals and value-based care objectives.

Qualifications
- Req Bachelor's Degree
- Pref Master's degree Business Administrative or MPH related field preferred.
- Req 15 years or more Progressive leadership experience in managed care, value-based care, population health, healthcare administration, or health plan operations.
- Req Demonstrated experience leading payment innovation initiatives, including shared savings, bundled payments, quality-based reimbursement models, narrow networks, and alternative payment arrangements.
- Req Experience developing strategic partnerships and managing provider or health plan relationships within complex healthcare organizations.
- Req 10 years Senior administrative leadership experience, preferably within an academic medical center or integrated delivery system.
- Req Executive presence with exceptional verbal, written, and interpersonal communication skills and the ability to effectively engage and influence executive leadership and diverse stakeholders.
- Req Demonstrated ability to lead strategically within complex, matrixed healthcare organizations and drive organizational transformation.
- Req Strong leadership, collaboration, and relationship management skills with the ability to build trust, foster alignment, and achieve consensus across multidisciplinary teams.
- Req Proven ability to develop, communicate, and execute strategic initiatives that improve operational performance and organizational outcomes.

- Req Knowledge of value-based care models, population health strategies, managed care operations, provider networks, and alternative payment methodologies.
- Req Working knowledge of provider compensation models and financial incentive programs, including pay-for-performance, shared savings, gainsharing, and co-management arrangements.
- Req Familiarity with California healthcare delivery systems, managed care regulations, and the evolving healthcare marketplace.
- Req Ability to analyze contractual requirements, business operations, and performance data to support strategic planning and decision-making.
- Req Strong organizational and project management skills with the ability to prioritize multiple initiatives and achieve results in a fast-paced environment.

The annual base salary range for this position is $256,330.00 - $422,945.00.
